Vice President, Workforce Development and Community Partnerships

Summary:

The Vice President, Workforce Development and Community Partnerships provides college-wide transformational leadership, vision, and strategic direction for the Workforce and Community Outreach areas, in alignment with the NCC mission, vision, values, and strategic plan. This leader is in a critical role to drive the college’s mission in workforce and economic development, creating synergy at NCC, business and industry, economic development partners, and the greater community around solutions that support and help create prosperity for the Northampton and Monroe County areas. This role is responsible for anticipating and providing solutions for the workforce development needs of partners in business and industry as well as key economic development and community partners. This position reports to the President and is a member of the senior leadership team as well as the President’s Cabinet.

Essential Functions:Workforce Development
  1. Create a vision for workforce and economic development that is in alignment with the college’s strategic vision for the near, intermediate, and long term.
  2. Develop and implement a strategic business plan and annual goals for the Workforce areas that are consistent and congruent with overall college goals and strategic plan, assuring appropriate tracking mechanisms.
  3. Work closely with the academic schools to identify and develop programs, courses, workshops and customized training to be offered to business and industry partners. Effectively partner with Academic Affairs to assure appropriate coordination of academic credit, where appropriate.
  4. Maintain working relationships within NCC, particularly with areas such as Academic Affairs, Enrollment Management, Marketing and Communications, Institutional Advancement, and Finance.
  5. Develop effective and collaborative relationships with business and industry, economic development partners, and the community around shared vision and goals to solidify the college’s position as a driver in workforce and economic development.
  6. Supervise the preparation of customized training proposals and contracts for business, industry and government agencies, and other third-party stakeholders. Provide leadership, content expertise, and partnership with colleagues on grants and other proposals.
  7. Accountable for developing, maintaining and achieving financial goals and targets for training and new business development. Collaboratively develop budget and financial goals. Responsible for certain budget, budget management, and financial results.
  8. Perform necessary leadership, supervision, and management within purview.
  9. Other duties in alignment with divisional and college strategy may be assigned.
Community Partnerships:
  1. Strategic Planning: Develop and implement comprehensive community engagement strategies to align with the organization's goals.
  2. Relationship Building: Cultivate and sustain meaningful partnerships with community leaders, organizations, and stakeholders.
  3. Program Management: Oversee community programs and initiatives, ensuring they effectively address community needs and enhance the organization's impact.
  4. Event Coordination: Oversee the organization and management of community events, workshops, and forums to encourage active participation and dialogue.
  5. Leadership: Serve on the senior leadership team, providing insights and direction on community engagement efforts.
  6. Advocacy: Represent the organization in community and industry programs, advocating for its mission and values.

This role is vital for enhancing the organization’s visibility and impact within the community.

Qualifications:Required Skills and Abilities:
  1. Knowledge of and demonstrated ability to implement best practices in workforce development, economic development, and community engagement as applicable in this role.
  2. Ability to cultivate and develop a team atmosphere, focused on shared vision and goals, mutually accountable, in order to move the college and the region forward.

Education and Experience:

(1) Education: attainment of a master’s degree from a Council for Higher Education Accreditation (CHEA) approved Institutional Accreditor College is preferred but not required. (2) Skills, Knowledge, Abilities: (a) knowledge of current concepts in the field of administrative management, training, continuing and adult education, community service, community organization, and non-traditional education; (b) ability to function effectively as a member of administrative and instructional teams; (c) ability to organize and work effectively with small groups; (d) ability to develop programs in cooperation with others; (e) work effectively with diverse populations including students, faculty, administrators and community groups; (f) ability to make decisions which will positively affect the students and customers of the College; (g) skills in interpersonal relationships; (h) entrepreneurial, technical, and managerial skills; (i) knowledge of grant preparation and administration. (3) Experience: (a) ten (10) years management level experience in business/industry and/or higher education. Experience at a community college is a plus but not required. (b) demonstrated successful experience working with business and industry. (c) proven capacity to serve in a senior leadership role.
