(Associate) Investment Officer, Public Private Partnership, Brazil

The International Finance Corporation (IFC), a member of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets. We work in more than 100 countries, using our capital, expertise, and influence to create markets and opportunities in developing countries. In Brazil, IFC's Advisory Services in Public Private Partnerships (C3P) assists governments to develop and bring to market public-private partnerships primarily in infrastructure and social sectors. C3P seeks to recruit an Associate Investment Officer (AIO) or Investment Officer (IO), to be based in São Paulo, Brazil, reporting to the head of the C3P Program in Brazil. The role aims to maximize the impact of IFC's intervention and contribute to regional/sector development by executing innovative, developmental and financially sustainable PPP advisory mandates with Brazilian public sector clients.

Location and Details - Sao Paulo, Brazil; English and Portuguese required; Brazilian context with potential Spanish preferred. Closing date: 9/18/2025.

Duties and Accountabilities

The AIOs and IOs work will involve leading the implementation of advisory mandates of a variety of types, including the preparation of reports, interactions with clients, financial modeling, drafting bidding Terms of Reference, and supervision of consultants. Main duties and responsibilities include:

  • a) Business development
  • Assist the PSP Program with its marketing activities, developing new client contacts and project leads;
  • Lead the preparation of proposals or mandates for new projects, prepare and negotiate client proposals, and oversee internal approval processes;
  • Develop a thorough understanding of Brazil's infrastructure sectors, provide market intelligence, and track developments in the business environment;
    • b) Transaction execution
    • Lead several mandates simultaneously with different project teams;
    • Oversee less experienced staff on project teams, ensuring quality execution and staff development;
    • Assist in (or lead) design of Terms of Reference (TORs) for specialized consultant support, manage consultants, RFPs, and funding applications for consultant costs;
    • Lead technical, legal, regulatory, financial and commercial assessment of advisory transactions and project structure design;
    • Develop complex financial models for PPP projects and oversee junior staff in financial modeling;
    • Draft and negotiate contractual and bidding documents such as concession and shareholder agreements;
    • Lead marketing of the transaction to potential private sector investors;
    • Manage execution of competitive tender processes and finalize contractual agreements between investors and client governments;
      • c) Other duties
      • Coordinate with social, environmental, and investment colleagues to add value to projects;
      • Develop reports for Senior Management on request;
      • Perform other duties as requested by senior team members.
      Selection Criteria

The appointee will be able to demonstrate:

  • MBA or equivalent degree in business, finance or economics;
  • At least 4 to 7 years experience in business consulting, project finance, investment banking and/or infrastructure economics with strong networks in Brazil;
  • Deep understanding of infrastructure business and experience in different sub-sectors;
  • Understanding of PPPs and different structures for private participation in infrastructure delivery;
  • Strong track record of contractual and/or financial closings of infrastructure transactions;
  • Experience dealing with government clients, investors and multiple stakeholders;
  • Experience managing diverse project teams across multiple transactions;
  • Strong financial, analytical and modeling skills; ability to develop creative solutions; knowledge of legal or technical reviews is a plus;
  • Proficiency in English and Portuguese; Spanish is a plus;
  • Excellent written and oral communication and interpersonal skills;
  • Leadership, coaching and mentoring abilities;
  • Willingness to travel extensively;
