Job DescriptionPOSITION PURPOSE
Maintain the entire Hotel and Spa facility, including the physical building structure, all plant and FF&E, and related equipment in accordance with energy conservation and preventative maintenance programs. Ensure that all legal requirements are complied with, and that budgetary goals are met. The position is also responsible for the safety and security of guests and associates of the Hotel, especially in relation to Fire & Life Safety, Evacuation and Security issues. Ensure full compliance with, and implementation of Fire & Life Safety Legislation, plus Corporate and Hotel policies and procedures.
This is a key position within the executive committee and as such should take a senior manager’s overview of the Hotel’s operation to ensure hotel achieves its guest and associates satisfaction and profitability targets.
ESSENTIAL FUNCTIONS- Conduct regular walk-about, visually assessing the safe and efficient maintenance and operation of the physical structure(s) of the hotel and spa; all mechanical, electrical, HVAC systems and any other related equipment.
- Verify completion of all routine maintenance on public spaces, meeting rooms, ballrooms, outlets, back of the house spaces, and external areas. Verify completion of all repairs, replacement, and renovation works throughout the hotel and spa.
- Assist in hiring, training and development, supervision, and disciplining of all staff in the Engineering Department, such as duty engineers, plumber, painter, joiner and apprentice(s).
- Adhere to all corporate purchasing policies and controls, including, but not limited to, all outside contractor bids, budgets, and schedules. Adhere to all Health & Safety policies and all other Company policies as required. Follow prescribed safety procedures for personnel, contractors and equipment at all times.
- Maintain effective Energy Management and Preventive Maintenance programs, and conduct special training for other operating departments on the safe and efficient use of equipment and energy in the hotel.
- Inform the General Manager and senior managers on a regular basis regarding the specific and overall condition of the building structure(s), related systems, and equipment offering prudent, cost effective proposals for maintaining these systems. Access and input information via the computer and generate required reports.
In addition to performance of the essential functions, this position requires the performance of a combination of the following supportive functions within the hotel:
- Manage the day-to-day activities of the Engineering team in conjunction with the Assistant C/E.
- Prepare annual R&M Budget, Utilities Budget and Capital Budget, and monitor to ensure costs are within budgeted limits.
- Prepare all Capital Project Releases and co-ordinate all related work.
- Prepare technical data, bidding, project work, alterations for the property, having knowledge of building regulations and codes.
- Prepare, update and implement the Training matrix within the department.
- Prepare, update and implement Standard Operating Procedures within the department.
- Prepare department manpower schedules in accordance with the business demands of the hotel. Oversee daily and weekly rosters.
- Design, maintain and ensure the planned preventative maintenance program for the building, plant and equipment’s are operational to maintain a high level of GSI and ASI comfort and safety.
- Ensure work schedules are prioritized in accordance with guest needs.
- Ensure that Maximo is fully utilized by the team and hotel departments.
- Ensure supervision and control of line staff and contractors are effective to ensure optimum performance, efficient and safe working procedures, meeting all legislative standards.
- Responsible for reviewing, revising, updating and implementing Security and Safety procedures - both Authority legal requirements and Accor Corporate Hotel Policy.
- Conduct regular Fire Safety inspections within the buildings, liaising with the Fire Department as necessary; ensuring fire doors / corridors are effective and safe.
- Supervise and maintain the Key systems within the hotel and spa in conjunction with the Information Systems Manager, maintaining and issuing keys; implementing authority levels; and ensuring all electronic lock systems are fully functional.
- Implement and actively supervise the hotel’s energy management programs.
- Oversee water treatment programs.
- To comply with all Health & Safety Policies and Procedures, including fire regulations, and ensuring documentation is up to date.
- Ensure all Fire, and Health & Safety equipment are fully maintained.
- Ensure all weekly Fire and Health & Safety tests are carried out in hotel and spa.
- Control and train the Hotel Fire Team and liaise with the Training Manager and Department Heads to ensure all associates are effectively trained in the procedures.
- Ensure work practices adhere to Company and Statutory Legislation with due diligence at all times.
- Ensure the Permit to Work system is adhered to at all times.
- Manage all activities within engineering function to Company policy.
- To demonstrate proper and safe usage of all equipment.
- To maintain high standards of personal hygiene and be immaculately presented at all times.
- Ensure that high dress standards are met at all times.
- Ensure reporting of any incidents/accidents are fully completed as necessary.
In this role you will impact the company strategy as follows:
- Record necessary data to prepare monthly reports, such as Fire Report, Energy Summary, HLP Report and Water Treatment report to Divisional Engineer on a monthly basis.
- Ensure daily data collection; work orders are allocated and completed on time; and reporting of issues as they arise; are carried out by the Assistant Chief Engineer.
- Ensure daily team meeting is chaired by Chief Engineer or by Assistant Chief Engineer to discuss priorities and schedules.
- Attend the daily operations meeting; advising of all Engineering, Project, Security and Safety related matters.
- Completion of Accor trainings and participation in quality initiatives.
- Implement and maintain departmental objectives.
- Completion of annual EES survey.
- Knowledge of and compliance with Accor minimum standards.
- Diligence in prevention of wastage; maintaining and promoting Hotel’s environmental policies; liaise with recycling companies to ensure most environmentally and cost effective ways of managing the hotel waste.
- Attend and support Excom and Departmental, Quarterly Staff, EES feedback, Safety Committee, and other meetings as per the business requirements.
- Recruit, Train and Develop all engineers as per the Training Matrix on an ongoing basis, and measure their performance 6 monthly. Identify training needs from the PMP.
- Review, update, implement and train all associates on Fire Safety, Health & Safety, Security procedures, etc. at Induction and regular training sessions throughout the year.
- Train Team Leaders on risk Assessment techniques and implementation.
- Assist and advise Team Leaders on associate training within their departments.
- Motivate team and seek continuous improvement of policies and service practices.
- Ensure full liaison with the General Manager, Executive Managers and Department Heads.
- Maintain communication with Head Office Director of Engineering and Hotel colleagues.
- Develop good working relationships with local police, especially for VIP functions, etc.
- Develop good working relationships with the Fire department, local Environmental Officers, etc.
- Hold regular Department communication meetings.
- Project a pleasant, positive and professional image at all times.
The individual must possess the following knowledge, skills and abilities:
- Must be able to speak, read, write and understand English.
- Requires good communication skills, both verbal and written.
- Most tasks are performed in a team environment with the employee acting as team leader. There is minimal direct supervision as the Assistant Chief Engineer carries this out.
- Must have thorough knowledge of all types of mechanical equipment such as chillers, boilers, water treatment, and refrigeration equipment.
- Must have thorough knowledge of plumbing and electrical systems, power, water and gas supplies.
- Must have experience in office procedures, ordering materials, record keeping systems, applicable building laws, building construction, blueprint reading, etc.
- Must possess good computer skills, with knowledge of accounting programs and budgetary analysis.
- Working knowledge of occupational safety and health, wage and hour issues, and labour relations.
A large percentage of the job is at the desk working on computer systems, general paper issues, preparing schedules / drawings, budgetary aspects, etc. The worker must be flexible in his/her approach whereby he/she will need to act accordingly to the demands of the business. The worker may be subject to various hazards: includes a variety of physical conditions, such as proximity to moving mechanical parts, electricity, working on scaffolding and high places, exposure to high heat or exposure to chemicals. Appropriate safety techniques and equipment to be used at all times. Requires manual dexterity to use and operate all necessary equipment, including computer keyboards.
QUALIFICATION STANDARDSEducation: Bachelor degree in Mechanical Engineering, Electrical Engineering or Construction preferred.
Experience: Five to seven years in a major hotel, hospital, or building, in a managerial / supervisory capacity.
Grooming: All employees must maintain a neat, clean and well-groomed appearance per Accor standards.
