The primary purpose of this position is to exercise overall staff responsibility for planning, establishing policy for, directing and administering Air Force-wide budget activities across a variety of Air Force appropriations and funds. Duties Plans, directs and supervises the budget formulation efforts of the Air Force in the above appropriations, and in this capacity serve as the Air Force Budget Investment focal point. Develops definitive and detailed estimates of financing requirements of numerous program alternatives and combinations of alternatives utilizes in the formulation of the final approved Air Force program. This involves the development of two separate and distinct but compatible budget estimates, i.e., the Air Force budget expressed in appropriation terms and a budget arrayed in the Future Years Defense Program (FYDP) format of the Planning, Programming, Budgeting System (PPBS). Plans and directs the development of definitive estimates for an extended period for the individual weapon and support systems that comprise Program Elements across the FYDP. The Director provides continuous improvement of the financial management systems to insure maximum utilization of available resources and to facilitate the relating of capital investments and other costs to weapon systems, tasks and missions. Plans, directs, and supervises the development of data to aid in the proper assessment of cost and effectiveness of alternate programs. This permits the Department of the Air Force and the Department of Defense management to make crucial decisions as to the major forces and weapon systems required to accomplish the Air Force mission. Plans, directs and coordinates the activities of the Directorate in ensuring effective utilization of available resources and correlating investment costs to procured weapon systems, MILCON, MFH, BRAC, and FMs; evaluating budget execution performance and identifying key programmatic and funding issues; participating with the Air Staff in formulation of composite policies and objectives in achieving the best balance between dollar availability among multi-year appropriations and scope of program; assuring consistency of policies between the diversified appropriation and budget activities; developing data to aid in the assessment of cost and effectiveness of alternate programs. Plans, directs and coordinates the activities of the Directorate in the Air Force's Enhanced Corporate Structure to achieve and maintain the proper balance between program levels and available financing. Incumbent will serve as Chairperson of the Investment Budget Review Committee (IBRC), which conducts an in-depth analysis of all investment programs. Presents recommendations to the Air Force Board to best realign investment resources and defend those resources based on the IBRC analysis of budget execution and/or program executability. Plans, directs and supervises the preparation and submission of authorization requests and budget estimates to the Office, Secretary of Defense (OSD), Office of Management and Budget (0MB), Armed Services and Appropriations Committees of the Congress; the preparation of justification material for support of these annual authorizations and budget estimates; and the preparation of material for inclusion of the President's Annual Budget Message to Congress. Plans, directs, supervises and coordinates the presentation and defense of authorization and directs and supervises the execution of the budget in such a manner as to improve the stature and standards of the Air Force through the effective expenditure of these multi-billion dollar appropriations. Directs and supervises the review of the USAF policies and objectives pertaining to the various appropriations to assure consistency and conformance to the Air Force objectives, and to achieve and maintain the proper balance between program level and available financing. Establishes broad guidance and supervises the development of apportionment requests and backup material in defense thereof to obtain release of funds appropriated by Congress, and for the defense of these requests before OSD and 0MB. The Director supervises the control and distribution of appropriated and apportioned funds to appropriate commands, operating agencies, and PEO's and the administration of these appropriations to insure conformance with legal requirements. Directs continuing efforts to improve the accuracy and creditability of estimates and the management of all resources; directs a continuing evaluation of the use and relationship of resources required for various program elements in terms of need and time. This involves field visits, meetings and conferences with the major operating commands and other agencies, as well as advising and guiding Air Staff efforts along these lines. Directs and supervises financial management of Security Assistance Activities (SAA) which includes policy and procedures, budgeting, International Cooperative Programs and Non-recurring Cost Recoupment. Requirements U.S. citizenship is required Males must be registered for Selective Service, see Disclosure of Political Appointments Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978 Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings. Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning. An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period. Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability. Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
