The Project
The Brazil Program is a strategic partnership between C40 Cities and the Global Covenant of Mayors (GCoM), funded by Bloomberg Philanthropies, to accelerate the implementation of climate action across Brazilian cities. The program aims to unlock delivery at scale by identifying and preparing high-impact, finance-ready urban climate projects while strengthening the institutional frameworks that support long-term transformation. It combines on-the-ground implementation with targeted support to federal and multilevel governance, leveraging Brazil's growing climate ambition and the opportunity presented by COP30 in Belém.
Over the next two years, the program will engage at least 50 cities, supporting them to move from planning to action through data-driven project identification, readiness assessments, and capacity-building. At least 20 priority actions—particularly in sustainable transport and waste—will be prepared for implementation, with a strong focus on financial viability, social inclusion, and emissions impact. These efforts will be complemented by cross-cutting strategies on climate budgeting, just transition, and strengthened data ecosystems. Working in close coordination with federal actors and national city networks, the program will create the enabling conditions for long-term, replicable investment in urban climate solutions across Brazil.
Alongside implementation, the program will leverage Brazil's leadership in global climate diplomacy to elevate city voices, strengthen and establish a model of multilevel coordination for other countries, and integrate local action into the international climate agendas. With COP30 in Belém, the initiative brings visibility to the urban Amazon, supporting practical solutions in cities facing deep socio-economic and environmental challenges. It will also showcase CHAMP in action, using Brazil's COP30 Presidency and co-chair role in the NDC Partnership to promote the inclusion of subnational contributions in NDCs. By advancing Climate Federalism and amplifying mayoral leadership—especially from the Amazon—the program aims to inspire globally just, inclusive, and locally driven climate action.
About C40 Inclusive Climate Action Program
There is no climate justice without social justice, and action at the city level is critical to achieve both. The C40 Inclusive Climate Action (ICA) Program support cities in developing and delivering local climate policies and initiatives that drive mitigation and adaptation, co-designed in an inclusive way, addressing structural inequalities and delivering equitable impacts that support climate justice while advocating for global and national change that allows cities to go further in achieving a just transition.
The ICA programme delivers a number of strategic services to cities:
- Direct assistance - Dedicated support, guidance and policy advice to support planning and implementation of climate action that is inclusive and fair, ensures a just transition and builds resilience for underserved communities.
- Peer to peer learning - Spurring innovation by connecting city officials through tailored learning spaces to share best practices and challenges in delivering multi-stakeholder, inclusive, climate solutions at local level.
- Global leadership - Supporting mayors and city decision makers with diplomacy and leadership guidance to increase city visibility, unlock support and inspire others to act on key climate justice issues through global and national forums.
- Thought Leadership - Developing global research and policy/data analysis to support policy-making in cities that address new and emerging challenges.
Scope:
The Senior Manager for Inclusive Climate Action Mainstreaming, will be a key member of the C40 Inclusive Climate Action (ICA) team and will provide policy and technical advice to city officials participating in the Brazil Program in the highly political area of Just Transition and climate equity and inclusivity, identifying concrete projects for collaboration between cities and local communities, based on the priorities of Climate Action Plans and local need assessments.
They will be ensuring a thorough mainstreaming of ICA principles and ways of working across the program and coordinate with each of the program workstream managers (Transport, Waste, Finance, Data, Climate Budgeting) to support coherent set-up and delivery of ICA's technical assistance, local stakeholder engagement, diplomacy and coalition building activities locally relevant for the cities part of the program in Brazil.
The role will report to the Head of Inclusive Climate Action and work with the wider Inclusive Climate Action and Regional Mayoral Engagement teams (including the ICA Deputy Director), to set the climate budgeting strategy for this grant program and ensure program alignment with global ICA resources, principles and ways of working. The role will be supervised by the Head of Implementation, who will ensure coordination with the other technical workstreams (data, finance, waste, climate budgeting and transport) and will work along with the Head of Engagement, who will be responsible for the city and national government engagements.
The ideal candidate will have a strong background in climate mitigation, adaptation and resilience and a thorough understanding of the Brazilian climate context and key debates around just transition, inclusive and participatory stakeholder engagement and the priorities of cities in the region.
Responsibilities and Deliverables:
Implementation Activities: Cities & stakeholders engagement
- Manage internal and external stakeholders in an efficient way, to deliver a high standard of work on behalf of the cities and C40, maintaining productive, long term relationships;
- Manage high-quality tailored scopes of work, procuring local consultancy support (in consultation with the cities) and engage relevant partners on just transition and inclusive and participatory stakeholder engagement;
- Provide guidance and revisions on city-based deliverables; and coordinate with relevant team and program members (including the ICA Forum & Fund Senior Manager, Brazil Program and the LATAM Regional team) to ensure that the cities' needs and interests are met and addressed by the implementation assistance support package, knowledge products and any other relevant output and support mechanism;
- Use ICA tools and resources to deliver strengthened capacity and knowledge for city officials on equity and inclusivity in sectoral policies and programmes, including participatory engagement processes with local communities and stakeholders
- Deliver in-person and virtual (webinar or online working sessions) city-city interactions under thematic workstreams to facilitate peer-to-peer engagement of cities on specific equity topics and issues faced by frontline communities (gender; informality; race; health, etc.);
- Lead the mainstreaming of inclusive and equitable approaches to climate action in cities (cross-departmental activities) and within the wider Brazil Program working with relevant colleagues;
- In coordination with the C40 Inclusive Climate Action Forum and Fund Senior Manager, facilitate the engagement between city practitioners and global or regional partners where relevant and as appropriate to share knowledge and practices on inclusive climate action.
