National Consultant for the development of Risk Communication toolkit and course, Brasilia (home-based), Brazil, (6 months).

UNICEF works to strengthen the links between humanitarian action and development work, delivering a continuum of support. In Brazil, UNICEF supports child-centred disaster risk reduction interventions and emergency responses, such as the Venezuelan migration outflow and the drought in the Amazon Region. In the last two years, UNICEF contributed to the Yanomami public health emergency and the response to the floods in Rio Grande do Sul. UNICEF’s crosscutting focus includes Social and Behaviour Change (SBC), and Risk Communication and Community Engagement (RCCE) is a key component of preparedness and response.

Under the guidance of the Social and Behaviour Change Officer, in coordination with the Emergency Specialist and the RCCE Specialist, the consultant will support UNICEF in producing a Toolkit and course on Risk Communication and Community Engagement in Brazil, liaising with all field offices that respond to humanitarian situations in the country. The consultancy covers a 6-month period and aims to develop an RCCE Toolkit and a short RCCE course for public managers involved in emergency preparedness and response in Brazil.

Work assignments and deliverables
  • RCCE Toolkit: Mapping — Map UNICEF's existing materials/tools since 2018 (migration response, COVID-19, and recent emergencies) and organize the materials in an online repository. Deliverables include a cloud-based, catalogued repository and a document listing mapped materials. Timeline: after 30 days of contract signature. Budget: 10% of consultancy fee.
  • RCCE Toolkit: Message Matrix — Develop a comprehensive matrix with child-centered key messages by emergency type (drought, smoke/fires, floods) for each of the five UNICEF Goal Areas (Health and Nutrition, WASH, Education, Child Protection, Social Policy). Messages will be used for advocacy and field contexts; the template will be developed in coordination with UNICEF. Deliverables: a spreadsheet with priority messages per type of emergency and area. Timeline: after 60 days. Budget: 20% of consultancy fee.
  • Child-centred RCCE Course — Develop an 8-hour training course (with 4-hour and 2-hour options) in Portuguese, including at least one practical co-construction exercise. Provide an online version adapted for the EV.G platform, with two short tutorial videos. The consultant is not responsible for platform programming but will provide scripts. Deliverables include facilitator’s guide, participant workbook, planning checklist, presentation, and online course script with quizzes and media guidelines. Timeline: after 90 days. Budget: 20% of consultancy fee.
  • RCCE Toolkit: Testing — Conduct pretesting of key messages and draft materials with affected populations and local partners, with no travel required (UNICEF will implement in selected locations). Deliverables: short report on testing, methodologies, and adaptations. Timeline: after 120 days. Budget: 15% of consultancy fee.
  • RCCE Toolkit: Materials — Produce final materials for the toolkit (25 posters, 25 card series, 25 flyers, 25 radio scripts) with a user guide and a cloud repository for high-quality PDFs, PNGs, and .doc files. Timeline: after 150 days. Budget: 35% of consultancy fee.

Minimum qualifications
  • A university degree in social and behavioural sciences, social communication, sociology, anthropology, psychology, education, public relations, or related field.
  • At least 4 years of professional experience in RCCE, CwC, SBC, C4D or related areas; experience in humanitarian settings and producing content for affected populations; portfolio required.
  • Knowledge of children’s rights issues (CRC and the Statute of the Child and Adolescent is an asset).
  • Ability to manage relationships with partners, including government counterparts and communities; strong writing and communication skills in Portuguese.
  • Experience in a UN system agency or humanitarian/development organization is an asset.
Language proficiency
  • Fluency in Portuguese is required. English is an asset.
Financial proposal
  • Financial proposal must include all-inclusive fees (lump sum, travel costs, subsistence) based on deliverables and days requested.
