Programme Analyst

Result of Service

The Programme Analyst reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Term of Reference. The consultant will work in close collaboration with UN-Habitat’s operational and technical teams.

Expected duration
Six (6) months, with possibility of renewal

1. Supervise fieldwork and the active search process (ensure Safer Access protocols are followed, monitor the delivery of questionnaires daily) in loco and online.
2. Ensure information about the Programme\'s active search process and overall activities are disseminated upon entering new territories.
3. Provide logistical, organizational and personnel support to events organized by the municipality and other public agencies in designated communities and settlements.
4. Participate in meetings with municipal public agencies and departments and ensure all measures needed to optimize fieldwork are put into place.
5. Participate in the Programme\'s Management Committee meetings and liaise with municipal, state and federal agencies to ensure programme implementation.
6. Supervise the distribution of printed and digital Programme\'s integrated protocols to municipal departments.
7. Follow the Programme\'s guidelines for organizing and maintaining accessible information files.
8. Ensure that the Programme\'s technical activities align with the Agency\'s quality expectations.
9. Participate in the training and induction of new fieldwork staff; document fieldwork staff\'s demands and requests and support coordination for equipment and PPE.
10. Prepare internal reports of fieldwork activities as requested by the Programme\'s Coordinator.
11. Perform other duties as requested by the Programme\'s Coordinator.

The consultant will be responsible for completing all courses and training activities indicated by the supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security and should comply with United Nations security mechanisms.

The Programme Analyst will support the implementation of the Programme’s work plan and daily activities, especially in the field, with Local Managers and Field Agents. The consultant shall be paid a monthly allowance upon presentation and approval by the Head of Brazil Office of monthly activities’ report.

Education Required:

• Bachelor\'s degree in Social Work, Social Sciences, Geography, Urban Studies, or related fields is required, or an additional three (3) years of relevant experience beyond the requirement.

• Minimum five (5) years of experience in the above-mentioned fields of work is required.
• Experience in project management, preferably in public policies and in vulnerable communities in Rio de Janeiro, is required.
• Experience in the social area and in coordinating fieldwork, preferably in the public sector and in vulnerable areas, is required.
• Previous experience working in the United Nations is desirable.

• Planning and organization: strong sense of responsibility, ability to work with minimal supervision and manage deadlines.
• Communication: clear writing, active listening, ability to tailor messages; strong written communication for diverse audiences.
• Teamwork: ability to work in multicultural settings, leadership, conflict management and consensus facilitation; sensitivity to vulnerability considerations.
• Knowledge Management: familiarity with UN-Habitat processes, file management, databases, and sharing of relevant information with the team; ensure content privacy.

• Portuguese (fluent required). Working knowledge of English and Spanish desirable.

• Travel details: The consultant must be available to travel as requested. Travel is coordinated and financed by UN-Habitat according to UN rules.
• Remuneration: SB-3/4 – BRL 7,268.63 net amount (UNDP Brazil Salary Scale).
• Notes: Appointment is local; only Brazilian nationals or holders of permanent visas in Brazil may apply. Contract extension depends on funds and performance. Applications must be submitted in English through Inspira with required documents; UN-Habitat does not charge any recruitment fee.
