[Job Responsibilities]

1. Strategically assess and analyze business procurement needs, conduct comprehensive market research, and ascertain market trends and supply-side distribution dynamics;

2. Aggregate and synthesize market intelligence, lead supply-side resource development initiatives, and formulate comprehensive procurement strategies;

3. Establish and oversee annual target frameworks for designated categories, directing the development and execution of implementation plans;

4. Independently and efficiently manage all procurement processes, encompassing tender preparation, orchestration of recruitment and procurement activities, coordination of evaluations, pricing analysis, contract negotiation, and execution;

5. Ensure effective supplier or project implementation, oversee compliance protocols, and promptly address and resolve any issues or discrepancies;

6. Oversee contract implementation and delivery acceptance procedures, adeptly managing any unforeseen challenges or deviations from the norm;

7. Conduct ongoing evaluations of suppliers, with a focus on enhancing the existing supplier pool, identifying and nurturing new suppliers, conducting supplier performance assessments, and fostering robust supplier relationships.

8. According to the group's relevant integrity management and procurement management policies, identify risk points and implement team integrity management construction to avoid corruption risks and ensure that the procurement process is honest, transparent and fair.

9. Coordinate the management of three subordinate departments: assets, comprehensive services (labour, administration, 3PL warehouse), and materials, improving the team's procurement professionalism and business delivery capabilities to achieve team goals.

10. Complete departmental special work tasks efficiently and with high quality.

[Job requirements]

1. Bachelor degree or above, majors such as logistics management, supply chain management, procurement management, international logistics and international trade are preferred;

2. More than 8 years of work experience, including at least 5 years of procurement management experience, more than 2 years of cross-departmental (non-procurement) management experience, 0-1 experience in procurement & administration & material management;

3. Good at discovering and solving problems, excellent business negotiation skills, good at organization and coordination, and strong communication skills;

4. Have good logical thinking and analytical skills, good comprehensive management ability and adaptability;

5. Have experience in warehousing logistics, Internet giants, etc. is preferred;

6. Willing to travel to adapt to business needs.
