Last Mile Health (LMH) seeks a Consultant, Artificial Intelligence Policy and Practice, to lead the development of the organization's first AI policy, providing expert guidance at the intersection of AI policy, digital health, and technology governance to ensure responsible, ethical, and effective use of AI across LMH programs.

The ideal consultant brings deep expertise in AI policy, data privacy, and regulatory frameworks relevant to low- and middle-income countries, with a track record of advising or developing policies in global health or development contexts. This consultancy sets the foundation for how LMH harnesses AI to advance health equity, safeguard communities, and support health systems in remote settings.

This consultancy is open to candidates globally, with a preference for those who can work in GMT+0 time zone.

• Duration: October 1, 2025 - December 15, 2025
• Total Consultancy Fees: 7000 to 10000 USD

Scope of Work: Deliverables and Tentative Deadlines

• Oct. 24, 2025: Conduct a literature review of current policies, guidance documents, and practices on AI use by countries and implementing agencies, including global and regional government policies, guidance from multilateral institutions, and use in global health. Highlight sources addressing compliance, privacy, ethics, human-AI collaboration, data management, tradeoffs across current/future LLMs, cost-effectiveness, and sustainability.

• Nov. 7, 2025: Expert Review & Relevance Check: Submit a draft annotated bibliography or summary of findings for LMH review and participate in a short review call with internal technical leads to validate relevance and completeness.

• Nov. 14, 2025: Provide a detailed document with a 2-page synthesis brief of the review, including key takeaways and implications for LMH's programmatic work.

• Nov. 28, 2025: Presentation of results to LMH Internal Team: Present findings and the draft policy to LMH leadership and technical teams and gather feedback for incorporation into the final policy.

• Dec. 5, 2025: Draft AI Policy Document: Prepare a comprehensive draft AI policy covering data compliance, privacy safeguards, ethical usage, data security, and sustainability; include sample use cases and a proposed implementation roadmap.

• Progressive years of experience in AI policy, digital health, or technology governance, with a track record developing or advising on AI-related policies in global health or development contexts.
• Demonstrated knowledge in responsible AI practices, data privacy, and relevant global and regional regulations, particularly in LMICs.
• Strong analytical, writing, and stakeholder engagement skills; ability to synthesize complex information into actionable policy guidance.
• Familiarity with ethical considerations and alignment with LMH's mission and values.

• Experience conducting Equity Impact Assessments to identify areas where AI systems might perpetuate bias or discrimination.
• Experience with AI solutions designed with diversity and inclusion in mind, including data representation, algorithmic fairness, and accessibility.
