**Who are we looking for?***:
We are looking for MTO Especialist to guide and check the MTOs coming from engineering and third parties to make sure they are in a form suitable for inclusion in estimates and that they align with estimate accuracy in addition to working collaboratively with the P&ES teams to ensure the development of high-quality estimate input deliverables commensurate with each project phase and estimate accuracy requirements. The role will involve supporting the estimating team to develop best in class Capital Cost Estimate development through planning, coordination, and quality assurance of all estimate input/support deliverables prepared by the P&ES teams.

**Qualifications**:

- Bachelor Diploma in Technial / numerate discipline
- 16+ years of Estimating experience for projects in different geograpical locations,
- 16 years plus experience in petrochemical, oil, gas, refinery, or engineering companies
- Small/large project estimating experience with a project value over $500M.
- Multicultural management experience.
- Experience of EPC industry from PDP to EPC
- Detailed knpowledge of the estimating process and the factors that determine estimate accuracy from an engineering point of view
- Working knowledge of engineering disciplines vis a vis design development and MTO availability
- Strong knowledge of the risk factors arising in engineer affecting estimate accuracy
- Strong understanding of estimating methodologies
- Strong understanding of rules of thimb vis a vis MTO ratios
- Working Knowledge of interdisciplinary engineering work flow.

**Duties and responsibilities**
***:

- Establish, communicate, and implement detailed development plans for estimate input/support deliverables
- Ensure all P&ES estimate inputs are complete, aligned with the project scope of work, and reflective of the estimate objectives
- Validation of MTOs against key scoping documents.
- Validation of MTO contents through benchmarking of quantities against company historical data and available quantitative benchmarks/metrics.
- Develop and implement processes for estimate and estimate input verification for each project phase
- Develop and maintain Company specific key project benchmarks and ratios (Quantitative and Commercial) to support the MTO and estimate validation
- Review & validation of in-house and 3rd party estimates
- Identify areas of excess in their party estimates vis a vis MTO's etc.
- Optimize Project Costs by being a key contributor to the Company Value Addition process.
- Support the development of engineering service man-hour budgets; maintain historical ratios.
- Identifying critical inputs to each estimate class.
- Establish final estimate package requirements from engineering to allow for proper validation/assessment and benchmarking.
- Estimating input deliverable validation, benchmarking and (as necessary) rectification.
- Development and maintenance of MTO validation procedures, standards, and template.
- Development and maintenance of third party MTO validation procedures, standards, and templates.
- Development and maintenance of MTO and engineering benchmarks.
- Development and maintenance of quantitative benchmarks and quantity relationships (inter-intra discipline dependencies).
- Develop and/or provide key input to the development of estimate plans for each project.
- Work with estimating to identify and document final estimate deliverable requirements for all in-house and 3rd party estimates.
- Ensure adherence to engineering requirements for submitted estimating packages.
- Prepare confidence reports for key estimating package MTOs in support of project/economic decisions.
- Ensure the MTOs in 3rd party estimates are adequate to support investment decisions (accurate).
