The Consultant (Cooperation) will be responsible for the development and implementation of the technical content of the course "Cooperation and Local Government Networking", which will be delivered in the distance learning modality (synchronous virtual workshops) and elaborated based on the 2030 Agenda, the New Urban Agenda, and UN-Habitat mandate.

The course "Cooperation and Local Government Networking", along with the other courses that will be offered makes up for the second stage of this project and aims to enhance the municipal capacity for promoting sustainable urban development and supporting the collective construction of better cities for the present and future generations.

The course will be offered via an online platform with synchronous activities, and it is aimed particularly at public managers, decision-makers, stakeholders in general, and technical staff involved in the public policy cycle (formulation, implementation, and monitoring and evaluation).

The goals of this course are: (i) to provide a theoretical, practical, and strategic view on the objectives, the different modalities, and the basic instruments of cooperation for development; (ii) develop basic skills and competences for the conception, elaboration, and implementation of cooperation projects; (iii) analyze concrete examples and successful experiences of cooperation, as well as the benefits of participating in networks of local governments; (iv) stimulate the realization of effective cooperation projects among the institutions participating in the training; (v) present main funding and grant opportunities for cooperation projects available to local governments (public notices, calls for proposals); (vi) promote the exchange of experiences among participants and encourage collective construction of knowledge and institutional capacities to deal with shared urban challenges; (vii) present the potential of cooperation mechanism as a facilitator of localization of the Global Development Agendas; and (viii) expand the connections between participants and professionals who work in networks, organizations, development banks, and other national and international institutions that can be potential partners in local development projects.

The Consultant (Cooperation) must, among other essential activities: (i) define the didactic-pedagogical project of the course, including the syllabus, general and specific goals, methodology, structure and format, contents, competencies and skills to be developed in each module; (ii) elaborate the technical content of the didactic materials; (iii) suggest additional didactic materials and guests, as needed; and (iv) evaluate the knowledge acquired by the participants.

The Consultant will work in close collaboration with the operational and technical teams of UN-Habitat office in Rio de Janeiro.

Background
The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.
UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development.
The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies.
UN-Habitat is implementing a project with UNDP (United Nations Development Programme) that aims to improve the integrated urban and territorial planning among the intermediary cities prioritized by SUDENE (Superintendence for the Development of the Northeast) based on the principles of the 2030 Agenda and the New Urban Agenda. Through a partnership with UNDP and SUDENE to improve institutional and technical capacities of 52 cities on sustainable territorial and urban development, UN-Habitat is now setting up training modules for public sector capacity building in the 52 municipalities.
