**OBJECTIVE**

The objective of the Extended-Term Consultant is to support the education team and lead major activities related to operations with national and subnational governments in Brazil and to contribute to the ongoing analytical work conducted by the World Bank Group.

**BACKGROUND**

The Latin America Education Global Unit in Brazil works to deliver evidence-based projects to federal and subnational governments to improve learning in most vulnerable areas, reduce inequalities, and promote efficient spending in education. Ultimately, it aims to make every child able to learn, promote innovative and evidence-based policies, cope with the impacts of the COVID-19 pandemic, and reduce the learning poverty.

Some areas of action include:

- Support on the preparation and implementation of lending operations related to learning acceleration, reduction of school dropout, and building adequate physical learning environments in Brazil;
- Support implementation of education reforms in Brazil;
- Advise and dialogue on education policy, identify the key challenges and disseminate evidence-based solutions to counterparts;
- Analytical reports on the main education bottlenecks in Brazilian Education (learning losses, violence at schools, teacher training and career, inclusive education, efficient spending, full-time schools, early grades literacy, school management and accountability, etc).

Additionally, the Education Global Practice has a rich portfolio in Brazil in all levels of basic education. At federal level, the World Bank is supporting a comprehensive Upper Secondary Reform in the curriculum and a learning acceleration strategy for students in lower secondary education. At state level, the Education team is implementing a program for sustainable and resilient learning in Mato Grosso and starting an operation to accelerate learning in Pará. In primary education, the Education team also supports two ambitious projects promoting human development in the Municipality of Salvador (Bahia). Additional to these activities, the education team is engaged in several multi-sectorial projects in Alagoas, Rio Grande do Norte, Ceará, Tocantins and Acre.

In general, the team is working in some strategic areas:

- Upper Secondary Reform. The reform of the upper secondary curriculum and expansion of school day brings new challenges in terms of design, implementation and scale. The World Bank recurrently engages with national and subnational governments to support its implementation and share the international experiences.
- Primary and Lower Secondary Programs. A priority lies on early grade literacy, full-time schools, inclusive learning, fight against learning inequalities, early dropout and age-grade distortion. Effective action needs to start at the earliest stage of education.
- Accelerating Learning and most vulnerable areas. The COVID pandemic impacts on learning threatens the recent gains in Brazil. For instance, a strong response from governments is essential. The World Bank is proposing a set of evidence-based policies (scholarships to students conditional on returning to school, adaptative tutoring, Early Warning Systems, socioemotional programs and so forth).
- Climate change and education. Education will contribute to the climate agenda by adapting and mitigating the risks posed to school systems by climate change induced events and natural disasters. The climate agenda will be addressed by the expansion of sustainable and resilient schools infrastructures. Investment can be made in infrastructure (retrofitting and construction) and also in education technology (EdTech), which are aligned with climate and environmental standards. The investments in EdTech enables learning continuity in the event of climate disasters or other shocks that could result in school closures.
- Efficiency on Education Spending. The fiscal deterioration in states and municipalities will invariably require robust reforms to improve the efficiency and effectiveness of public spending. Supporting the states and municipalities to make public spending more efficient and augment their management capacity is a priority during post-COVID periods. For this reason, the World Bank is promoting a package of school management systems, helping to design the ICMS “Quota-Parte” reforms and deeply involved in the reformulation of the new FUNDEB.
- Analytical Work. The Education team is developing a comprehensive set of policy notes to foster dialogue in education. One example is the a policy note on learning losses in Brazil, which discusses the magnitude of learning loss
