**Standard Job Description**

The incumbent requires hands-on experience in the areas of Programme, Operations, Solutions and Livelihoods with excellent interpersonal skills and the ability to interact with high and medium ranking government officials and other stakeholders. S/he will have proved experience in the design and management of UNHCR's programme activities at country and regional level, including project monitoring and control, use of financial and material resources, and overseeing implementing partners agreements. S/he will have proved experience Emergency preparedness and management. Experience with Risk Management is also important. Experience with programmatic work within the UN Resident Coordinator System is desirable. Experience with donors is also important. The incumbent must have previous managerial experience.

**Nature of Position**:
Since 2014, the numbers of forced displacements have grown dramatically and at a high pace, especially in Latin America and the Caribbean. In this context, several countries face an unprecedented demand and, as a consequence, face the challenge of providing answers that guarantee both adequate care, with dignity and humanity, as well as the local integration of these people forced to move. Brazil maintains a generous asylum policy, especially through the emergency response "Operação Acolhida" (humanitarian response which include documentation, humanitarian assistance -including sheltering
- and internal voluntary relocation in Brazil), which began in 2018.

Considering the scenario of an increase in people forced to move in recent years and its impact on Brazil, it is essential that the humanitarian aid provided to Venezuelan refugees and migrants be even more effective, particularly for the population in a situation of extreme vulnerability. The flow of refugees and migrants from Venezuela has continued to increase in Brazil since 2014, however, after the COVID-19 pandemic and the consequent Ordinances that provide for the disqualification of any requests for asylum made under these conditions, there has been an increase in the number of persons who access the Brazilian territory contrary to the provisions of the aforementioned regulation. In this sense, the need for border monitoring activities and the possible impact of the closing of the land border on the population in need of international protection increases.

The majority of refugees in Brazil have an urban profile and are formally granted access to social and economic rights such as health care, education and work, the latter of which remains the main challenge to refugees' self-reliance. In 2014, Brazil adopted the Brazil Declaration and Plan of Action, agreeing to work together to uphold the highest international and regional protection standards, implement innovative solutions for refugees and other displaced people and end the plight of stateless persons throughout the region within a decade. These commitments have become, therefore, the basis of UNHCR's advocacy strategy in the country.

UNHCR works with partners to ensure quality protection standards for refugees and asylum seekers, providing them with comprehensive complementary and sustainable solutions; and promoting save borders and emergency preparedness to better protect all people of concern.

Apart from a Country Office in Brasilia, UNHCR-Brazil has a Field Office in São Paulo, and in the northern region counts with a Sub office in Boa Vista, Field Unit in Pacaraima (both in the state of Roraima), Field Office in Manaus (state of Amazonas) and Field Unit in Belem do Para.

In addition, the Deputy Representative - Operations will be the Officer in Charge of the Country Office during the Representative absence.
