Under article 4.2 , paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date. The following are eligible to apply: ILO Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. External candidates*  Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is BRL 16,500 montly. Introduction Since 2009, the Director-General of the ILO and the Brazilian Minister of Foreign Affairs have signed a legal framework agreement entitled "Agreement Complementary to the Technical Cooperation Agreement with Latin American and African Countries for the Implementation of the ILO-Brazil Partnership Programme for the Promotion of South-South Cooperation, The programme aims to strengthen Brazil's South-South cooperation (SSC) by disseminating knowledge and good practices and adapting them to the realities and needs of each country, according to their specific demands. It also aims to strengthen existing initiatives at the national, regional, and global levels, and to advance the fulfilment of international commitments on the elimination of child labour. Since 2009, 20 projects involving 35 countries have been implemented, totalling about US$ 20 million. In this context, under the Brazil-ILO South-South Cooperation Program, four projects are being implemented: 1. Cotton with Decent Work Projects (GLO/14/45/BRA), with implementation until 2026. 2. Projects "Consolidation of the Progress of the Regional Initiative Latin America and the Caribbean Free from Child Labour (RLA/20/05/BRA), with implementation until 2026. 3. "Consolidation of the Brazil-ILO South-South Cooperation Programme for the Promotion of Fundamental Principles and Rights at Work" (GLO/22/38/BRA) with implementation until 2026. 4. Decent Work and Social Justice (GLO/24/29/BRA) with implementation until 2028. The SSC Programme defines the strategy for formulating south-south projects based on the demands of the interested countries, guided by the principles of equality among nations, mutual support, and solidarity. Usually, the programme strategy has the following stages: i) preparatory missions to identify demands and partner institutions; ii) tripartite planning workshops to jointly define the main results of the projects and on this basis; iii) elaboration of the project's final document for the approval of Brazil's, the partner country, and the ILO, iv) implementation of the project documents in different countries; and finally v) monitoring and evaluation. Under the direct supervision of the South-South Cooperation and Strategic Partnership Coordinator, the National Officer will be responsible for supporting the work of the Unit, and specifically the implementation of the project Decent Work and Social Justice (GLO/24/29/BRA) which includes the process of supporting to the national labour conference. The National Officer will be responsible for delivering the products planned in the project and according to the Programme Coordinator guidance and for demonstrating through the preparation of finance and technical progress report that the activities, costs, and outputs contributed to the achievement of the above-mentioned project. Reporting lines The official will be under the supervision of the Programme Coordinator and in close coordination with all other projects and relevant areas, Programme, and Operations units of CO Brasilia, FUNDAMENTALS, and other relevant HQ units. The National Officer will perform the following duties: Description of Duties Review and analyse the country’s specific development plans and priorities, socioeconomic data, reports, and other relevant information on the priorities of the national labour conference. Identify potential technical cooperation areas and provide written analysis on the findings to the Supervisor. Work in close collaboration with projects main partners and donors and under the supervision of the Programme Coordinator to design and revise project annual work plans as well as preparation of the budget proposals, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Projects supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of projects activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents, and focal points in other organizations to expedite implementation and meet targets. Assist in the programming and control of resources of the projects, prepare budget estimates and expenditure forecasts by analysing and monitoring resources comparing implementation and delivery with planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions. Provide programming and administrative support to cooperation activities in the promotion of decent work agenda, with focus on the support of the second national labour conference. Participate in the preparation and holding of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the projects when attending these gatherings alone. Undertake missions to projects sites independently or accompanying others. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on projects matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the projects. Supervise the contracts with implementing agencies resultant of partnership under the project’s scope and assist the Programme Coordinator in the supervision of work of support staff. Generate required information and data to support periodic management and compliance reporting. Perform other duties as may be assigned by the Supervisor. Required qualifications Education Requirement First level university degree in Law, Public Policies, International Relations, or a relevant field. Asset An advanced degree on studies on social policies or labour themes or human rights. Experience Requirement At least two years of professional experience at the national level in managing and implementing in development cooperation project. Asset Proven experience in working effectively with government bodies in charge of policy making and with development partners. Experience in south-south cooperation projects (management and implementation). Knowledge on labour and social justice policies. Knowledge of programme and budget, project administration and evaluation concepts and Procedures. Knowledge on the mandate and structure of labour market institutions in Brazil. Good knowledge of the context and challenges for the project areas of expertise. Good knowledge of south-south cooperation. Languages Requirement Excellent command of both English and Portuguese as working language of the duty station. Asset Good knowledge in Spanish would be an advantage.
