POSITION SUMMARY

Under the guidance of the PAHO/WHO Representative and the Deputy Representative, the selected candidate will undertake a variety of responsibilities related to procurement and supply chain management.

KEY RESPONSIBILITIES

1. Provide expert advice on the implementation of international procurement processes required by the stakeholders or by PAHO/WHO Brazil.

2. Assist in the negotiation, issuance, and oversight of purchasing Cooperation Terms, adjustment agreements, and terms of reratification of purchases with the Ministry of Health concerning international acquisitions supported by PAHO, as well as in the planning of procurement needs.

3. Oversee the procurement processes, including the logistics of importing and delivering goods, ensuring compliance with the Organization's policies and current import regulations through comprehensive management reports and spreadsheets.

4. Facilitate effective communication, both oral and written, with all parties involved in international procurement processes (technical coordination, stakeholders, Headquarters, and other institutions) to keep everyone informed about the status of acquisitions, clarify inquiries, seek solutions, and enhance workflow efficiency.

5. Monitor financial transactions and maintain relevant reports in alignment with those provided by the Financial Department at Headquarters, ensuring accountability to the Ministry of Health.

6. Review and verify product import documentation, liaising with the Ministry of Health and other Brazilian governmental entities to ensure accurate information and efficient import logistics.

7. Prepare requests for price quotations and purchase orders, submitting them to the Procurement Department at Headquarters and overseeing the entire procurement cycle until completion.

8. Maintain and update records regarding suppliers and frequently used unloading ports by the Organization and its stakeholders.

9. Organize both physical and electronic documentation related to the international procurement process for future reference and audits.

10. Assist with internal and/or external audit inquiries related to the sector.

11. Provide support to colleagues in the sector, either proactively or upon request.

12. Undertake additional related tasks as assigned.

QUALIFICATIONS

Education:

Essential: A bachelor's degree in business administration, international trade, logistics, pharmacy, or a related field from a recognized institution.

Desirable: Certification in procurement is advantageous.

Candidates selected for an interview will be required to provide scanned copies of the necessary degree(s)/diploma(s)/certificate(s) prior to the interview. PAHO only recognizes official degrees from institutions accredited by the World Higher Education Database (WHED).

Experience:

Essential: A minimum of three years of progressively responsible experience in procurement or supply chain management in either the private or public sector.

Desirable: Familiarity with automated systems such as e-procurement software or ERP systems is beneficial.
