Training Consultant for Data-Driven Municipal Governance

The role involves working in close collaboration with operational and technical teams to design and implement a comprehensive training program on data-driven policies.

  1. Develop and deliver training sessions, including workshops, presentations, and hands-on exercises.
  2. Establish and maintain relationships with key stakeholders, including government officials, civil society organizations, and private sector entities.
  3. Conduct post-training evaluation methods to assess the effectiveness of the training program.
  4. Produce a Training Implementation Report, which includes documentation of training sessions delivered, participant performance evaluation, feedback analysis, lessons learned, and strategic guidance on institutionalizing data-driven decision-making within municipal governance.
Qualifications and Skills
  • Bachelor's degree in Public Policies, Public Administration, Economics, Statistics, Urban Planning, Geography, Information Technology, or related fields.
  • At least six years of professional experience or research on the theme of data-driven policies.
  • Experience in training delivery, capacity building, and/or professional training in the public sector is desirable.
  • Excellent communication skills in Portuguese, including speaking, writing, editing, and proofreading.
  • Strong presentation and public speaking skills, with the ability to engage diverse audiences.
  • Data literacy and analytical skills, with the ability to interpret, structure, and present data effectively.
  • Strong instructional and facilitation skills, with experience in training delivery and adult learning methodologies.

  • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity.
  • Knowledge Management: Familiarity with processes, procedures, and norms, to guarantee an adequate quality of activities described above, following standards of the organization.
