Job Summary

The Procurement Specialist will be responsible for sourcing, negotiating, and purchasing equipment and services in line with budget, schedule, quality, and technical project requirements. The ideal candidate will have experience in procurement and a strong understanding of commercial and contractual requirements.

Key Responsibilities

  • Procure equipment, materials, and services for specific disciplines in accordance with specifications, at the best possible price, and at the required time.
  • Understand commercial and contractual requirements of equipment and services to be purchased and elaborate bid packages with relevant disciplines.
  • Maintain records as required by internal and external procedures and regulations.
  • Analyze technical requirements of purchase requests and ensure they are met throughout the supply process.
  • Identify and develop best vendors for demands and support their performance.
  • Expedite and obtain suitable quotations, coordinate technical clarifications, and negotiate with suppliers to obtain the best price.
  • Analyze offers, identify areas for commercial or contractual clarifications, and facilitate discussion with bidders.
  • Perform financial and commercial analysis of current scenarios, identify risks and opportunities, and recommend alternatives.
  • Develop recommendations for bidder selection based on input from relevant disciplines and assessment of offered costs, technical requirements, and delivery time.
  • Align contract clauses with vendors and the legal department.
  • Develop and negotiate SLAs for contracts.
  • Develop contract strategy and commercially manage contracts.
  • Monitor vendor performance and organize quarterly performance review meetings.

Requirements

  • Desirable Bachelor's degree in Engineering or similar.
  • Solid experience as a Buyer with an Oil and Gas, Chemical, or EPC company.
  • Specific skills:
    • Knowledge of materials import/export procedures and regulations.
    • Knowledge in IFS desirable.
    • Knowledge in Microsoft Office (Excel, Word, PPT).
    • Familiar with purchasing regulations and legislation in the country of operation.
    • Familiar with materials administration and purchasing systems.
    • Fluent in written and spoken English.
