Result of Service

The consultant reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Term of Reference. The consultant will work in close collaboration with the UN-Habitat's operational and technical teams.

Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. In this context, UN-Habitat initiated a project with the State Government of Rio de Janeiro (Governo do Estado do Rio de Janeiro – GERJ), titled Resilient Environment Program: Climate Adaptation of Fluminense Cities. The initiative seeks to strengthen the resilience of municipalities across the State of Rio de Janeiro by advancing the implementation of the 2030 Agenda and the principles of the New Urban Agenda, with a focus on supporting climate adaptation and disaster risk reduction measures, including capacity-building activities such as online training courses. One of these courses, entitled "Ten Principles of MCR2030 (Making Cities Resilient 2030)", scheduled from January 2026 to March 2026, is supported by the United Nations Office for Disaster Risk Reduction (UNDRR). To support the implementation of this course, we are seeking for a Consultant (Accessibility Resources Consultant) to provide interpretation in Brazilian Sign Language (Libras). Report to UN-Habitat Manager The Consultant (Accessibility Resources Consultant) reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Consultant (Accessibility Resources Consultant) will support the implementation of the project, and its activities, with the following responsibilities: a) Providing the necessary softwares, equipment and workspace to carry out the consultancy; b) Producing required reports; c) Delivering Brazilian Sign Language (Libras) interpretation for videos; e) Organizing and maintaining an accessible shared archive; d) Ensuring materials are compatible with distance learning platforms and properly named; e) Submitting all resources within the agreed deadlines with the UN-Habitat technical team. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: (i) Product 1: Workplan Document containing the workplan and the proposed methodology that will be used to edit, subtitle, and prepare the video materials for the course. Expected delivery date: 15 days after contract signature. (ii) Product 2: Accessibility Resources Production for the course "Ten Principles of MCR2030 (Making Cities Resilient 2030)" The "Ten Principles of MCR2030 (Making Cities Resilient 2030)" course will be delivered over nine weeks, with a two-hour session each week. All sessions will be recorded, totaling 9 lessons (one per week) with 18 hours of content. The recordings will be edited into shorter segments of 10–15 minutes each, approximately six segments per session, and will be provided to the Consultant (Accessibility Resources Consultant) for adaptation with accessibility features. The Consultant (Accessibility Resources Consultant) shall be responsible for providing interpretation in Brazilian Sign Language (Libras) to be directly incorporated into the video segments, considering the following: (i) Providing the necessary software, specific equipment, and required spaces to develop the responsibilities defined in this Term of Reference. (ii) Organizing and maintaining a shared and accessible archive of all accessibility resources produced. (iii) Ensuring the accessibility materials are delivered in formats compatible with distance learning platforms, with standardized file naming. (iv) Delivering the materials within the deadlines agreed upon with the UN-Habitat technical team. The accessibility materials must be delivered in a standard video format, with good resolution and suitable quality for distance learning platforms. Brazilian Sign Language (Libras) interpretation must be fully integrated into the video, with appropriate size and placement to ensure visibility without obstructing the original content. Edited videos will be provided in advance by the Videomaker Consultant, and upon receipt, the Accessibility Resources Consultant must deliver the finalized accessible versions within seven (7) calendar days, totaling nine (9) (one per lesson) partial deliverables. All submitted materials will be subject to review and approval by UN-Habitat's operational and technical teams. Expected delivery date: 120 days after contract signature.

Qualifications/special Skills
Education Required:

  • Bachelor's degree in Portuguese Language and Brazilian Sign Language (Libras), Communications, Journalism, Marketing, Public Relations, Film Studies or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience:
  • A minimum of three (3) years of professional experience on Brazilian Sign Language (Libras) is required.
  • Experience in preparing accessibility resources for capacity building and/or profession-al training for the public sector is required. Skills:
  • Excellent speaking, writing and proof-reading skills in Portuguese is required.
  • Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines are required. Competencies
  • Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development.
  • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines.

  • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization.
  • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development.
  • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating.
  • The person will prepare databases related to the project running.
  • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff.
  • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.
  • The person will only share the information produced with the team agency, assuring the privacy of the content.

Languages

  • English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office.
  • For the post advertised, fluency in Portuguese is required. Working knowledge of Spanish and English are desirable.

  • Payment 1 [30%]: Upon delivery and approval of Product 1 (BRL: 1.500)
  • Payment 2 [70%]: Upon delivery and approval of Product 2 (BRL: Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.  The extension of this contract is subject to availability of funds and/or performance.
