Regional Context

The World Bank Group serves 30 client countries in the Latin America and the Caribbean Region (LCR). Clients range from large rapidly growing middle-income clients to IDA countries to small Caribbean states to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a quarter of the Region's people living in poverty. The Bank's strategy in LCR is focused on five pillars: (a) stimulating growth and improving competitiveness. (b) reducing poverty and inequality. (c) making governments and institutions work for people. (d) providing a platform for addressing global issues (climate change, gender, trade, disease, migration), and (e) reducing risk, whether from extreme weather events, climate change, crime and violence or other.

Country Unit and Position Context

Brazil's real GDP grew by 3.4 percent in 2024, driven by robust private consumption, bolstered by a tight labor market and fiscal stimulus through expanded social transfers, and by recovering investment. The poverty rate declined from 23.4 to 20.6 percent (US$8.30 per day, 2021 PPP) in 2024, supported by a strong labor market. GDP growth is projected to moderate to 2.4 percent in 2025, as private consumption growth slows amid reduced government transfers, and rising household indebtedness. Elevated interest rates and global uncertainty are expected to weigh on investment and exports. Inflation is projected to gradually decline to 4.2 percent by 2027. Ensuring fiscal sustainability remains a critical challenge. Despite efforts to raise revenues and contain spending, additional measures are needed to reinforce fiscal credibility, while budget rigidity and the large share of indexed expenditures continue to limit policy flexibility . Limited fiscal space will also constrain poverty reduction efforts, with the poverty rate expected to reach 19.9 percent by 2027. Brazil's medium-term growth outlook is positive but constrained, with recent structural reforms improving the business environment, the financial sector, and indirect taxation, and expected to raise potential output to about 2.5 percent. However, achieving faster, more inclusive, long-term growth will require further reforms to enhance competitiveness, reduce financial and market distortions, expand infrastructure investment, integrate into global value chains, and improve the quality of education. A more adverse external environment, prolonged monetary tightening, and a slower-than-expected fiscal consolidation could undermine growth prospects and exacerbate debt vulnerabilities.

Role & Responsibilities:


•Drive office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items;


•Drive vehicle as requested, with due regard to time schedules, apply knowledge of driving regulations, safety requirements, traffic and conditions, and most desirable routes to minimize travel time; ensure that all rules, regulations, and local requirements are adhered to in the event of involvement in an accident; take suitable precautions for the security of the vehicle and its contents when left unattended.;


•Meet official personnel at the airport and facilitate immigration and customs formalities as required;


•Meet passengers at the designated locations; assist passengers in entering or leaving the vehicle; load and unload baggage, parcels, document, goods, or supplies; visit designated location in advance of transporting passengers thereto and advise the supervisor of any problems;


•Make regular deliveries of parcels, documents, etc. between CMU and other institutions;


•Make minor purchases and collect urgent purchases from local suppliers upon request;


•Collect goods from customs with due regard to customs regulations and formalities; may make or collect payment for goods;


•Undertake the day-to-day maintenance and cleaning of the assigned vehicle, check gasoline, oil, water, battery, brakes, signal lights, tires, etc.; make minor repairs (and arrange for other repairs) and adjustments such as fixing punctures, replacing signal lights, replacing wiper blades, cleaning, or replacing spark plugs, etc.;


•Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.;


•Assist staff with new local driver's license, tags, etc.;


•Ensure that the appropriate steps are taken in case of involvement in accident or other traffic related incidents;


•Provide backup support in office for minor administrative tasks;


•Perform other administrative duties as required.

Selection Criteria

Preference
will be given to local talent, that is, applicants who are authorized to work
in the duty station for any employer. Internal applicants may apply per
existing guidelines. 


•Secondary school Education Diploma or Equivalent;


•At least 5 years driving experience as a professional driver, good knowledge of roadways, main government offices, embassies, commercial establishments, etc.; defensive driving skills being an advantage;


•Safe driving record and excellent references with regards to road safety practices;


•Possess a valid driving License with EAR (Exerce Atividade Remunerada), and excellent knowledge of road safety;


•Technical knowledge of vehicle repairs and maintenance.


•Prior experience of working with international agencies is highly desirable;


•Good communication skills in Portuguese. Knowledge of English would be an asset;


•Some computer skills or aptitude is highly desirable;


•Willingness to work after hours and on weekends is needed, as is willingness to provide support under crisis or emergencies, at short notice;


•Ability to work accurately and complete tasks according to specific instructions;


•Committed team player with demonstrated inter-personal skills and ability to work effectively in a multi-cultural/disciplinary environment.
