I. Organizational ContextUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.The UN Women Country Programme in Brazil is implemented in line with the national development priorities, as well as in the framework of international commitments to gender equality and empowerment of women, and the UN frameworks and instruments on Human Rights, of which Brazil is signatory, such as CEDAW, CERD, Beijing Platform for Action, Durban Action Plan, Agenda 2030, and UN Security Council Resolutions on Women, Peace and Security.
It is aligned with the United Nations Sustainable Development Partnerships Framework.
The UN Women Country Office in Brazil focuses on three key areas:Women lead, participate in, and benefit equally from governance systemsWomen have income security, decent work, and economic autonomyAll women and girls live a life free from all forms of violenceUN Women Brazil coordinates and promotes the UN system's work in advancing gender equality.
As part of the United Nations Country Team, it leads the Inter-Agency Thematic Group on Gender, Race and Ethnicity, and actively contributes to other UN inter-agency mechanisms.Reporting to the Deputy Head of Programme, the Programme Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing to the programme design, formulation, implementation and evaluation.
The Programme Analyst supports the delivery of UN Women Programme by analyzing results achieved during implementation and supporting the appropriate application of systems and procedures.
The Programme Analyst works in close collaboration with the programme, operations and communications teams, UN Women HQ and ACRO staff, Government officials, multi and bilateral donors, private sector and civil society, ensuring successful UN Women programme implementation under portfolio.

Scope of WorkContribute technically to the development of programme strategies of selected projects under the Programme UnitProvide technical inputs to the design and formulation of programme and/or project proposals and initiatives related for the Programme UnitProvide technical support for the implementation and management of selected projects under the Programme UnitProvide inputs to the annual workplan and budget as requiredCoordinate and monitor the implementation of programme activitiesCoordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partnersReview and coordinate the submission of implementing partner financial and narrative reports; andTrain partners on Results-Based ManagementProvide technical assistance and capacity development support to Programme Unit partnersProvide technical support to and technically oversee the implementation of programme activities with partnersIdentify opportunities for capacity buildingProvide technical inputs for the monitoring and reporting of selected projects under the Programme UnitMonitor progress on programme activity, results and indicatorsMonitor the implementation of proposals by responsible partnersProvide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomesProvide technical inputs to the management of people and finances of Programme Unit selected projectsMonitor budget implementation and programme activity expenditures and perform budget revisions when requiredProvide inputs to financial reportsOversee the work of Programme Associates and Assistants as neededContribute to building partnerships and resource mobilization strategiesProvide inputs to resource mobilization strategies; analyze and maintain information and databasesProvide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profilesProvide technical inputs to inter-agency coordination on selected projects under the Programme Unit to achieve coherence and alignment of UN Women programmes with other partners in BrazilProvide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefsProvide inputs to advocacy, knowledge building and communication effortsProvide technical inputs to background documents, briefs and presentations related to selected projects under the Programme UnitCoordinate and support the organization of advocacy activities and campaigns, events, trainings, workshops and knowledge productsProvide inputs to the development of knowledge management products on selected projects under the Programme UnitThe incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.Supervisory/Managerial ResponsibilitiesThe incumbent may be requested to supervise programme/project assistants and associates (PPSA-6 and 7).
S/he will also supervise affiliate personnel (consultants).

Minimum QualificationsEducation and CertificationMaster's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.A project/programme management certification (such as PMP, PRINCE2, or MSP) would be an added advantage.ExperienceAt least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.Experience in partner agreements management signed with civil society and other types of organizations is desirable.Experience coordinating and liaising with government agencies and/or donors is desirableLanguagesFluency in English is required.Fluency in Portuguese is required.Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
