Join to apply for the Texas Government Proposal Writer role at IntelliSavvyJob Title: Texas State Contract Procurement and Proposal WriterLocation: RemoteEmployment Type: ContractExperience: 5-8 YearsWork hours: US time zoneJob Description:IntelliSavvy is a technology strategy and software services firm that helps public and private sector clients deliver secure and modern digital products.We focus on product engineering, platform modernization, and advisory services.Our motto is Intellects with Savvy Solutions.Role SummaryOwn procurement research, capture, and proposal development for State of Texas software development and IT projects, with additional support for SLED and Federal opportunities.Key ResponsibilitiesBuild and manage an opportunity pipeline across Texas agencies and SLED markets with awareness of Federal opportunities for software development and IT servicesLead capture activities including qualification, stakeholder and competitor mapping, win themes, and solution positioning for software development projectsInterpret RFIs, RFQs, and RFPs, create compliance matrices, annotated outlines, and proposal schedulesWrite and edit technical, management, past performance, and staffing sections for software and cloud programs including security, quality engineering, DevSecOps, data platforms, and integrationCoordinate pricing with finance and delivery teams and prepare cost narratives, bases of estimate, and subcontracting plansOrchestrate color reviews, version control, and deadlines to deliver complete and compliant submissionsPrepare reusable templates, resumes, project descriptions, graphics, and tailored boilerplate for target agenciesMaintain registrations and profiles in procurement portals including SAM, FedConnect, and State of Texas systems and assist with vendor certifications where applicableFor Texas pursuits, manage DIR DBITS responses including category alignment, SOW process, HUB Subcontracting Plan requirements, response templates, and reporting obligationsAddress security and compliance needs in proposals including FedRAMP, CMMC, and TX RAMP requirementsDraft and coordinate teaming agreements and nondisclosure agreements with leadership and legal advisorsTrack results, capture lessons learned, and continuously improve content and processesRequired QualificationsFive or more years of experience in government procurement and proposal development for software development and IT servicesDemonstrated wins with State of Texas agencies or other SLED entities and experience supporting Federal proposalsWorking knowledge of FAR and DFARS concepts and their impact on bids, pricing, and subcontractingFamiliarity with security and compliance for software projects including FedRAMP, CMMC, and TX RAMPProficiency with Microsoft Office, Adobe, and collaboration tools and comfort with procurement portals such as SAM, FedConnect, and State of Texas systemsExcellent writing, editing, and message development skills with the ability to translate technical input into clear and persuasive contentStrong project management, attention to detail, and deadline disciplinePreferred QualificationsHands on experience preparing Texas DIR DBITS SOW response packages, pricing worksheets, and required formsKnowledge of Texas HUB requirements and vendor programsExperience with proposal content libraries and simple graphics tools such as PowerPoint or VisioAPMP certification at Foundation level or higherAbility to collaborate with solution teams working on Azure, AWS, .NET, React, Java, Python, data platforms, and DevOps practicesKey CompetenciesCapture planning and pipeline developmentCompliance management and risk controlStorytelling and plain language writingCollaboration across sales, delivery, finance, and partnersOrganization, time management, and follow throughHigh ethical standards and careful handling of sensitive informationSuccess In The First Ninety DaysEstablish an opportunity pipeline and review cadence for Texas and SLED prioritiesDeliver at least two fully compliant high quality submissionsStand up a reusable content library for resumes, project descriptions, graphics, and compliance checklistsRecommend improvements to tools and processes that reduce cycle time and improve quality#J-*****-Ljbffr
