Job Description (Roles and Responsibilities) The role requires a combination of strong programme management skills, strategic thinking, and the ability to engage effectively with a wide range of stakeholders.Through careful coordination, strategic insight, and proactive engagement, the Programme Officer will help the UK PACT team in Brazil drive real impact—accelerating emissions reductions, supporting inclusive and sustainable economic growth, and deepening the UK-Brazil climate partnership at a crucial time for global climate action.The Programme Officer will monitor the delivery of UK PACT projects in country, identifying and escalating risks, opportunities, and relevant developments to the Head of UK PACT Brazil.The jobholder will undertake research and track internal developments across priority sectors, including industry decarbonization, AFOLU, green finance and climate policy, to provide input to the team and contribute to position the programme as a key enabler of transformative change.They will also support the organization of UK PACT governance meetings, including the Programme Board and delivery meetings.The successful candidate will work as part of a dynamic team within the British Embassy, contributing to internal coordination, reporting, and strategic planning processes that inform the Embassy's broader Green and Inclusive Growth strategy.This includes feeding into key Embassy processes such as monthly reporting, programme boards, and high-level visits.By providing timely analysis, high-quality briefing materials, and clear operational support, the postholder will help ensure that UK PACT's work is well integrated into the Embassy's wider climate diplomacy and economic engagement effortsA critical part of the role will involve supporting the development and delivery of a coherent stakeholder engagement and communications strategy.This includes helping to convene and manage relationships with implementing partners, Brazilian government institutions at federal and subnational levels, private sector actors, civil society organisations and international partners.The postholder will help ensure that UK PACT's work is communicated effectively and strategically to internal and external audiences, highlighting the programme's contributions to Brazil's low-carbon transition, showcasing success stories, and maximising opportunities for visibility and influence.The jobholder will perform as GEDSI Champion, ensuring gender equality, diversity, and social inclusion are effectively integrated and delivered across all UK PACT projects.1.Strategic Support and Coordination (30%) Support the creation of reports and draft strategic documents on key UK PACT delivery areas including energy, climate policy and AFOLU.Lead the team's contributions to strategic Embassy processes, including monthly reporting and input for meetings and visits.Organize and support the delivery of programme boards, providing inputs, scheduling meetings and writing communications materials.Write reports and analysis and provide strategic advice to the Head of UK PACT Brazil on opportunities for impactful interventions to reduce emissions and support Brazil's low-carbon transition.2.Programme Management and Delivery (30%)Monitor the delivery of UK PACT projects in Brazil, identifying and escalating risks, opportunities, and relevant developments to the Head of UK PACT Brazil.Support the monitoring of programme budgets, planning and logistics for official visits, events, and stakeholder engagements.Contribute to the organisation and delivery of internal coordination meetings, ensuring timely and accurate inputs.Develop high-quality briefings, presentations and other materials to support meetings and engagements.3.Stakeholder Engagement (25%)Support effective stakeholder engagement—including with implementing partners, government counterparts, civil society, and private sector—by providing timely guidance and facilitating their interaction with UK PACT.Develop and maintain stakeholder engagement materials and internal process flowcharts to improve operational clarity.Organise and deliver UK PACT-branded events to showcase programme impact and build portfolio synergies.4.Communications and GEDSI (15%)Support the development of an impactful communications strategy for internal and external audiences.Champion GEDSI within UK PACT projects, identifying opportunities to mainstream these principles across interventions.Essential qualifications, skills and experience Minimum of 1-3 years of relevant professional experience in programme or project management, stakeholder engagement, climate change, sustainability, or international cooperation.Strong understanding of climate change mitigation and low-carbon development.Excellent organisational and analytical skills, with proven ability to manage multiple priorities and deliver high-quality outputs under pressure.Demonstrated experience engaging with a range of stakeholders, including government institutions, civil society, private sector, and international organisations.Excellent written and verbal communication skills in English and Portuguese.Proactive, collaborative, and solutions-oriented approach.Language requirements: Language: English and Portuguese Level of language required: Excellent English and Portuguese (spoken and written).Desirable qualifications, skills and experience Knowledge of the Brazilian climate and sustainability policy landscape and Nationally Determined Contributions (NDCs).Experience working on UK Government-funded programmes or with international donors.Familiarity with GEDSI principles and their application in climate or development programmes.Strategic communications or
