Internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract.
Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Former IOM Staff Members affected by a Structural Adjustment Plan triggered due to a funding constraint in the last 12 months will be considered internal candidates.ContextUnder the direct supervision of the Senior Program Manager and, in collaboration with IOM Brazil Field Offices, the successful candidate will be responsible for support activities related to indigenous migrants in IOM Brazil, including the Warao population.RESPONSIBILITIESLead the design and implementation of projects directed at indigenous populations in the context of mobility at a national level.
Provide support to other states regarding indigenous populations in the context of mobility and related areas.Retrieve, compile, summarize, analyse, and present information/data on specific project topics.Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.Elaborate reports, briefing notes, presentations and other forms of documentation.Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders.Assist in monitoring work of implementing partners and report non-compliances to the supervisor.Provides guidance/training to new/junior staff.Perform other related duties as assigned.QUALIFICATIONSEducationHigh School diploma with at least 2 (two) years of relevant professional experienceBachelor's degree in Anthropology, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or related fields from an accredited academic institution with at least 4 (four) years of relevant professional experience; orAccredited Universities are those listed in the UNESCO World Higher Education Database .
Master's degree in Anthropology, Political or Social Sciences, Development Studies, Migration Studies, Human Rights, or related fields from an accredited academic institution will be considered an advantage.ExperienceREQUIREDExperience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; andExperience with indigenous people, social protection and community dialogues.ADDITIONAL (will be considered an advantage)Experience in working with indigenous population, specially people of the Warao ethnic group;Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;Experience with handling confidential data and analysis and data collection; andPrior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.SkillsIn depth knowledge of national policies for indigenous populations and/or migrants.Excellent communication and writing skills.Ability to analyze complex problems and identify and convey clear, rapid solutions across a broad range of audiences.Strong knowledge on intercultural communication, diversity and inclusion.Effective resource management, analysis and data collection skills.Strong general analytical skills.LanguagesFor this position, fluency in Portuguese and Spanish is required.IOM's official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.Required CompetenciesCompetencies will be assessed during the selection process.Values - all IOM staff members must abide by and demonstrate these three values:Inclusion and respect for diversity: Respects and promotes individual and cultural differences.
