Senior Governance Specialist

The World Bank's Governance Practice Public Sector Institutions Unit (GOV) is part of the Equitable Growth, Finance, and Institutions (EFI) practice group for Latin America and the Caribbean. GOV works with Governments and stakeholders to improve the performance and accountability of public institutions. The practice applies a problem-driven, diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries.
GOV works across the following business lines: Public Financial Management; Domestic Resource Mobilization and Tax Administration; State-Owned Enterprises and Corporate Governance; Public Institutions (includes civil service, center of government, legislatures and administration of justice); Decentralization and Sub-National Government. GOV works across the following cross-cutting themes: Digital Governance; Anti-Corruption; and Political Economy.
GOV support clients with a wide range of products: diagnostics; technical assistance and advisory services; learning, innovation and knowledge management; design and supervision of investment projects, results-based and development policy operations.
**DUTIES AND RESPONSIBILITIES**
The Senior Governance Specialist will support the Governance Practice's work program on public sector institutions across the region with a focus on operations in Brazil. The Specialist will:
- Lead and support policy dialogue and business development with clients across the Governance work program.
- Lead and support the preparation of analytic and diagnostic reports on Governance issues.
- Lead and support the preparation and supervision of lending instruments across the Governance agenda.
- Lead and support the preparation and implementation of Bank-Executed Trust Funds.
- Provide governance inputs to Systematic Country Diagnostics (SCDs) and Country Partnership Frameworks (CPFs).
- Contribute to initiatives led by other Global Practices requiring dialogue and technical inputs on Governance issues.
- Contribute to dialogue, collaboration and partnerships with other international organizations working on Governance issues.
- Contribute to design and delivery of training activities for internal and external audiences on digital government issues.
- Other assignments agreed in consultation with the PM.
**SELECTION CRITERIA**
- Advanced degree (Master's or PhD) in Public Administration, Accounting, Economics, Public Financial Management, Public Policy, or other related fields.
- At least 8 years of relevant professional experience with sustained record of high-quality substantive results.
- Relevant experience in Public Financial Management, Decentralization and Local Governance and Digital Governance.
- Demonstrated ability to lead policy dialogue, analytical and advisory services.
- Strong track record in preparation and supervision of World Bank or MDB lending operations and trust funds.
- Excellent writing abilities and oral communication skills, and ability to foster productive client relationships.
- Ability to work in Portuguese essential.
