HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. The work of APM is varied and critical, with numerous partners and stakeholders in the non-profit, private, public, and financial sectors; such work includes ensuring properties’ compliance with applicable laws and regulations, promoting sound and capable co-op management, managing properties in City ownership, and examining, analyzing, and addressing the fiscal health and physical quality of rental projects.


Your Impact:

As the Deputy Commissioner for leading a cross-functional approximately 200 staff, with diverse responsibilities, including (but not limited to):

  1. Providing compliance oversight for privately owned affordable housing portfolios, consisting of housing of various types, from single-family homes to large rental or homeownership developments.
  2. Performing all aspects of property management for parcels/lots in City ownership;
  3. Training tenant associations in City-owned buildings to develop economically self-sufficient low-income cooperatives.

Your Role:

Your role as the Deputy Commissioner will be to directly supervise a professional and executive team of four Assistant Commissioners who oversee the various Divisions of APM.


Your key responsibilities include:
  1. Represent the Agency to City, State and Federal officials, as well as the public, on matters related to asset management; activities may include participation in City Council hearings, meetings with Council members and stakeholders, town halls, community meetings, and press engagements.
  2. Oversee the Agency’s asset management activities to ensure the longevity and affordability of over 170,000 units created and preserved through the Agency’s housing programs.
  3. Provide administrative supervision of the City supervised Mitchell Lama rental and coop portfolio, consisting of 98 developments and approximately 50,000 units.
  4. Coordinate the property management activities for City-owned and Urban Renewal buildings (including those participating in the Tenant Interim Lease Program) and residential/commercial properties, including vacant land, under the Agency’s jurisdiction.
  5. Drive the development of programming and technology for the Office, ensuring that strategies, operations, and programs are aligned across Divisions and with Agency goals.

Preferred Skills and Qualifications
  1. Master’s degree in Public Administration, Real Estate (Finance and/or Development), Urban Planning, Public Policy, Law, Business Administration or a related field.
  2. A minimum of 10 years of experience in asset and property management, housing finance, housing policy and/or operations with a minimum of 7 years in a leadership role.
  3. High level of capacity for creative thinking and problem solving; a motivated team player.
  4. Knowledge of applicable local and federal housing laws including Fair Housing and Landlord and Tenant Laws.
  5. Experience working with the IRS, Housing Finance Agencies, Public Housing, HUD, and other funding agencies.
  6. Excellent analytical, organizational, and quantitative skills, including excellent attention to detail and ability to prioritize many competing projects and interests on tight deadlines.
  7. Strong collaborator across all levels of management and experience, and with a wide array of internal and external stakeholders.
  8. Excellent management skills, including demonstrated experience managing large teams, with a commitment to fostering a positive and inclusive organizational culture.
  9. Strong communication and relationship-management experience.
  10. Proven experience in formulating and implementing strategic plans to achieve organizational goals.
