The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 176,000 apartments and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division is responsible for aligning the Authority’s modernization, development, and strategic asset management work. Implementing one of the largest capital programs in New York State at $5 billion, the A&CM Division brings comprehensive repairs to NYCHA buildings and apartments through innovative partnerships with residents and stakeholders, strategic data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.


Core Functions of the Department:
  1. Capital planning, financial administration, vendor management, contract management, and cost estimating for capital projects.
  2. Project design and consultant oversight for capital projects.
  3. Project management, inspection, audit, safety, and field monitoring.
  4. Optimization of traditional and alternative project delivery methods.
  5. Support on policy development and sustainable initiatives.

The A&CM Division is seeking to hire a Senior Advisor to the Deputy Chief Asset & Capital Management Officer. The Senior Advisor will help support the day-to-day management of the A&CM Division, collaborate with other parts of NYCHA, as well as external partners, agencies, and stakeholders, and support the Deputy CACMO to lead and oversee major initiatives to strengthen the effectiveness of the division in meeting its strategic goals and objectives.


This role demands exceptional organizational skills, strategic thinking, the ability to quickly develop significant subject matter expertise, and effective coordination with various stakeholders, including internal departments and external partners. Candidates should have a strong process and analytical toolkit and excellent data fluency, along with the ability to drive cross-functional and cross-divisional coordination.


Key Day-to-Day Responsibilities:
  1. Assist the Deputy CACMO in executing a cohesive strategy to enhance the operational effectiveness of teams within the Asset & Capital Management Division.
  2. Contribute to the development and execution of strategic plans, initiatives, and performance improvement efforts within the division.
  3. Serve as a liaison between the Deputy CACMO and business units across A&CM.
  4. Provide project management support for key initiatives led by the Deputy CACMO.
  5. Assist in gathering, analyzing, and synthesizing data relevant to the division's strategic objectives.

Key Competencies:
  1. Strategic Thinking: Should be comfortable interacting with multiple teams to draw insights that lead to actionable outcomes.
  2. Subject Matter Expertise: Prior working knowledge and expertise in one or more of Asset & Capital Management core competencies.
  3. Analytical and Communication Skills: The Senior Advisor must be comfortable and clear in communication with senior leadership.

NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Project Manager to be considered.


Minimum Qualifications:
  1. A baccalaureate degree from an accredited college in a relevant field and five years of experience.
  2. A four-year high school diploma and nine years of experience as described above.
  3. Education and/or experience equivalent to the above.

Preferred Skills:
  1. A minimum of 5 years of relevant professional experience in government or public administration.
  2. Strong technology skills, including Microsoft Office Suite and project management software.
  3. Prior Public or Affordable Housing experience is preferred.

Residency Requirement:

NYCHA has no residency requirements.
