Representative Unep Brazil Office

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP's Regional Office for Latin America and the Caribbean (ROLAC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.
This position is located in ROLAC's Brazil Office at the Brasilia, duty station. Under the supervision of the Regional Director for Latin America and the Caribbean Office, the incumbent will be responsible for the coordination of a harmonized and coherent development of UNEP country-level engagement in Brazil within the overall context of UNEP's Medium Term Strategy and implementation of its Programme of Work (PoW). The incumbent will undertake the following duties:
**Responsibilities**:
1. Implementation of the Programme of Work Brazil:
a) Ascertain and maintain contact with the Government of Brazil on UNEP related matters.
b) Identify national priorities and trends to support UNEP programmatic work in the country.
c) Coordinate and facilitate cooperation with the United Nations entities in Brazil particularly with UNDP with regard to developing and implementing joint programmes.
d) Represent UNEP in the UN Country Team during design and implementation of the UN Development Assistance Framework (UNDAF) and the Common Country Programme Action Plan (CCPAP) and during the preparation of the Common Country Assessments (CCA).
e) Provide guidance and support to the design, negotiation, implementation and evaluation of project documents, desk studies, assessments and other technical documents.
f) Provide support to the preparation of legal instruments, in accordance with UNEP's rules and guidelines, and advise on the country legal framework for international cooperation.
g) Assist in the design and implementation of national projects under the framework of UNEP PoW, in close coordination with other relevant Divisions in UNEP, including partnership with multilateral and bilateral donors and national government and private sector partners.
2. Liaison with Secretariats, Regional and Sub regional Bodies:
a) Liaise with regional and sub regional organizations based in Brazil as requested by the Regional Director in support of implementing environmental initiatives and programmes in the sub region.
b) Liaise with Mercado Común del Sur/ Southern Common Market (MERCOSUR) Secretariat and other relevant organizations in support of implementing environmental initiatives and programmes.
3. Facilitate South South Cooperation:
a) Engage and explore opportunities with the Government of Brazil for a country programme including those for South - South cooperation among Latin American and the Caribbean countries with an emphasis on facilitation of capacity building and technology transfer.
b) Liaise with UNEP Divisions for coordinated intervention and delivery of UNEP's technical and scientific assistance to Brazil.
4. Resource Mobilisation:
a) Provide donor relations and fundraising support, exploring resource mobilization opportunities at the country and sub regional levels from all appropriate sources - government, bilateral, multilateral and private sector.
5. Communication & Liaison:
a) Keep the Regional Office for Latin America and the Caribbean updated on relevant environment and development related matters in Brazil in particular and the MERCOSUR sub-region as a whole.
b) Facilitate a rapid, informed and timely response by UNEP to emerging issues in Brazil.
c) Design and overview implementation of communication and outreach activities, in accordance with UNEP's Internal and External Communication Strategies and in coordination with the Regional Information and Communication Officer (through social and web networks and other media vehicles and communication platforms).
d) Participate in and backstop related processes which will contribute to ensuring the visibility of UNEP in Brazil and making available information and environmental data as inputs for UNEP global and regional products, briefings and other institutional bulletins, magazines and printed material.
e) Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
6. Administration & Finance:
a) Overview and undertake necessary actions, within scope of delegated authority, for the smooth running of the national office, in conformity with UNEP's rules and regulations, including administrative and financial activities, provision of IT and other operational se
