- The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. The UNEP's Latin America and the Caribbean Office is located in Panama City, Panama and has offices in Brazil, Jamaica, Mexico and Uruguay. The UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. In this context, to meet specific country needs and demands, the Country Office in Brazil has designed a programme portfolio focusing on three mutually reinforcing work streams crafted around three pillars: 1. Climate Change 2. Nature Action 3. Chemical and Pollution Action This TOR is intended for the hiring of a professional who meets the requirements to act as Climate Policy Lead for the Climate Change Pilar. According to UNEP MTS 2022 -2025, keeping a clear focus on the Paris Agreement is essential for guiding collective climate action in line with sustainable development. Achieving long-term climate stability will depend on countries making balanced progress towards their mitigation and adaptation commitments under the Paris Agreement, including "holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C" and "increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development" (UNFCCC, 2016) The UNEP Brazil Office works in an integrated manner with the UN Environment's Latin America and the Caribbean Office and Regional Sub-Coordinators in anchoring national programme portfolio in the design of new projects, policies and partnerships as well in identifying funding and technical opportunities that can address national priorities within UNSDF' scope and UNEP MTS . Under the overall guidance of the UNEP Brazil CO Representative, the Climate Policy Lead is an integral part of the UNEP Brazil Office team and is responsible for supporting the relationship with national stakeholders, governmental and non-governmental organizations, identifying country needs and priorities by proposing new projects and opportunities that can lead to a more structured UNEP contribution to the country and its leverage to strengthen mitigation and adaptation public and private policies in more integrated and coherent path for the sustainable development. The Climate Policy Lead will be supervised by the UNEP Brazil Office Representative and will work at the House of United Nations in Brazil, in Brasília, from Monday to Friday, 40 hours per week. Under the supervision of the UNEP Brazil Country Office Representative, the tasks and responsibilities of the Climate Policy Lead will include: - Collaborate with the development of the Brazil Country Programme, considering the UNEP Medium Term Strategy 2022 - 2025 guidelines and its related PoW, with the aim at nationalizing the work stream, including the drafting of a narrative to the Brazilian scenario on Climate Change Pilar. - Identify opportunities to develop new partnerships and new projects. - Review UNEP relevant documents and reports and incorporate main conclusions and inputs that fit into the UNEP work in the country;
