- The Consultant in Monitoring and Evaluation of Public Policies will be responsible for providing technical support for structuring a system for monitoring and evaluating public policies of the Government of Alagoas. These activities are part of the consolidation of the Alagoas Public Policy Observatory, the SDG monitoring platform developed by the State Government and UN-Habitat. The State Secretariat for Planning, Management and Resources (Seplag), through the Superintendence of Planning and Public Policies, is developing a set of strategies to strengthen its operations, based on qualified data and information. These strategies include the formulation of systems, plans, manuals, processes and follow-up flows to monitor and evaluate state public policies. The Consultant should support the design of these strategies in the form of specialized technical mentoring, as well as providing training activities for state officials, with the aim of strengthening the state government's institutional capacities to consolidate the Public Policy Observatory and a pilot agenda for evaluating state programmes. The Consultant shall be paid with a monthly allowance, upon presentation and approval by the Country Officer Coordinator for Brazil of monthly activities' report, the last of which will be a final activity report, describing the activities carried out, the main lessons learnt and general recommendations for structuring the area of monitoring and evaluation of public policies in the Government of Alagoas, and its connection with the results and products of the UN-Habitat project in Alagoas.

- Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN- Habitat is now setting up the third phase of the project named "Sustainable and inclusive urban prosperity in the State of Alagoas". This third phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions. In this current phase (2024-2026), the project will produce, among its expected outputs, strategic guidelines to support the State Government in consolidating its state policies, with an emphasis on monitoring and evaluating public policies for sustainable urban development in Alagoas. To properly implement this project, a Monitoring and Evaluation of Public Policies Consultant is required to ensure good execution of the work program. Report to UN-Habitat Manager The Monitoring and Evaluation of Public Policies Consultant reports to the Country Officer Coordinator for Brazil, who will evaluate him/her. Outputs/Work Assignment The Public Policies Monitoring and Evaluation Consultant shall support and advise the implementation of projects according to the responsibilities indicated below. Responsibilities I. Drawing up a detailed work plan for the activities, including relevant concepts and approaches to the topic and a timetable; II. Carry out one face-to-face course on M&A for senior management and intermediate levels of the Government of Alagoas, as part of the UN-Habitat project's training programme in Alagoas; III. Immersion workshops with the team from the Superintendence of Planning and Public Policies to align knowledge on M&E and support the structuring of the area, including its objectives, poss
