TRANSITION.**#OGJS****RESPONSIBILITIES**- Responsible for procuring equipment, materials and services for specific disciplines - in accordance with the specification provided, at the best possible price and at the required time for all.- Understand the commercial/contractual requirements of the equipment/service to be purchased and elaborate the bid package together with the relevant disciplines (ie: Engineering, Asset Integrity, Legal & contract...)- Maintain records as required by the internal and external procedures and regulations.- Analyze the technical requirements of the purchase request and ensure that these requirements are met throughout the supply process, including the coordination of the acceptance tests, QA/QC documentation review, etc. - Identify and Develop the Best Vendors for the demands and support to have their best performance on the services and materials- Expedite and obtain suitable quotations and coordinate technical clarifications and communications during bidding. Negotiate with suppliers and obtain the best price for goods and services.- Analyze the offers and identify areas for commercial or contractual clarifications in order to facilitate discussion with bidders and get offers aligned and in line with Company- Perform financial/commercial analysis (market intelligence, cost breakdown structure, benchmark ) of the current scenarios, identify risks and opportunities and recommend alternatives that can drive the final decision to purchase;- Develop recommendations for the bidder selection based on the input from the relevant disciplines and on the assessment of offered costs, technical requirements and delivery time in accordance with Company Ethics and Compliance rules (eg: competition rules...)- Align Contract clauses with the Vendors and the Legal department- Develop and negotiate SLA’s for the contracts- Develop the contract strategy and commercially manage the contract- Monitor vendor’s performance and organize Quarterly Performance Review (QPR) meetings.- Ensure that the tactical management of the procurement process (from RFQ preparation till recommendation to purchase and Purchase Order issuance) is conducted appropriately and in full compliance with Company working procedures.**REQUIREMENTS**- School/studies/degree: Bachelor’s or Master’s degree in Engineering, Business Administration or related field- Experience: Solid experience as a Buyer with an Oil and Gas, Chemical, EPC company or related field- Specific skills / expertise / product:- o Knowledge of materials import/export procedures and regulations.- Familiar with purchasing regulations and legislation in the country of operation.- Familiar with materials administration and purchasing systems.- Fluent in written and spoken English.- Solid knowledge of Excel**GENERAL INFORMATION**- SBM Offshore is proud to be an Equal Employment Opportunity and Affirmative Action employer.
