Result of Service

He/she will carry out part of the "Report of thirty (30) municipalities most susceptible to risks to disasters in the state of Rio de Janeiro", using existing secondary data, referring to the municipalities of Barra Mansa, Rio Claro and Angra dos Reis. This report will also draw up a non-exhaustive list of strategic initiatives aimed at promoting risk reduction and enhancing the adaptation and resilience of municipalities to extreme climate events. The Junior Technical Consultant will work in close collaboration with the Senior Technical Consultant, Technical Coordinator Consultant, the Rio Inclusive and Sustainable Programme Coordinator, and the operational, technical and communications teams of UN-Habitat Brazil in Rio de Janeiro. Also, he/she might work in collaboration with local project teams, Government officials, media and civil society.

Work Location

Five (5) months upon the signature of the contract, with the possibility of renewal.

Duties and Responsibilities

The Junior Technical Consultant will have the following responsibilities:

  1. Support and write part of the report concerning the municipalities of Barra Mansa, Rio Claro and Angra dos Reis.
  2. Support the analysis of the data and systematise it according to the characteristics of the cities selected.
  3. Research the recent impacts of the rains and landslides that affected the state of Rio de Janeiro.
  4. Support the visit of selected municipalities to validate the information and discuss priority projects.
  5. Provide, when possible, an integrated perspective on basic urban services such as housing, mobility, energy, water, sanitation, etc. and their vulnerability to extreme weather events.
  6. Support the preparation of a list of priority actions aimed at enhancing the resilience of the selected cities, while also reducing the need for additional spending by the public administration.
  7. Support reports to partners, internal reports, etc. at various stages of the projects.
  8. Be responsible for maintaining an organized and accessible information file.
  9. Maintain close communication with counterparts and local partners, such as the governments, civil society organizations, universities, private sector, etc.
  10. Ensure that all activities observe the principles of integrity of the United Nations.
  11. Participate in missions as requested.

Qualifications/special skills

Academic Qualifications: Required: Bachelor’s degree in Geography, Urban Studies, Economics, International Relations, Law, Social Sciences, Environmental Sciences, Climate Change or related fields, or additional three (3) years of relevant technical experience to the post, beyond the requirement. Desired: Postgraduate Degree (Lato Sensu or Stricto Sensu) in relevant fields.

Experience: A minimum of four (4) years of experience in project/programme management on urban and resilience related themes. Knowledge of the local context of the state of Rio de Janeiro is required.

Languages: Fluency in Portuguese is required.

Additional Information

Travel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer.

Remuneration: The consultant will receive an amount of BRL 19,080 to be paid in three (3) instalments upon the presentation and approval of the deliverables.

Notes: Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
