He/she will coordinate the team to carry out a “Report of thirty (30) municipalities most susceptible to risks to disasters in the state of Rio de Janeiro”, using existing secondary data. From a perspective of the regions of the state of Rio de Janeiro, this report will also draw up a non-exhaustive list of strategic initiatives aimed at promoting risk reduction and enhancing the adaptation and resilience of municipalities to extreme climate events. The Technical Coordinator will work in close collaboration with the Rio Inclusive and Sustainable Coordinator, and the operational, technical and communications teams of UN-Habitat Brazil in Rio de Janeiro. Also, he/she might work in collaboration with local project teams, Government officials, media, multilateral and bilateral donors.

Work Location: Seven (7) months upon the signature of the contract.

Duties and Responsibilities:

The Technical Coordinator will be responsible for guiding a team of consultants and ensuring the completion of all activities required to develop the Report on the climate vulnerability of the thirty (30) municipalities. This report will be delivered as a single volume subdivided into the administrative regions of the state of Rio de Janeiro, with appropriate contextualization. Each of the thirty (30) municipalities will be presented considering their specific characteristics within their regional context.

The Technical Coordinator shall support and advise on the implementation of project activities according to the responsibilities indicated below:

  1. Lead and manage senior and junior technical consultants on the elaboration of the full report.
  2. Structure the summary of the climate vulnerability report model, including the data and instruments to be utilized.
  3. Ensure the quality and conduct technical reviews of the products of the consultants.
  4. Guarantee a regional analysis for each region.
  5. Organise the workplan, including the field visits to be conducted by the technical consultants.
  6. Guide the team activities to maintain the schedule and the quality of the deliverables.
  7. Guide the research on existing data of the recent impacts of the rains and landslides that affected the state of Rio de Janeiro.
  8. Guide the existing data analysis and systematization of the information from the regions selected.
  9. Provide, when possible, an integrated perspective on basic urban services such as housing, mobility, energy, water, sanitation, etc. and their vulnerability to extreme weather events.
  10. Attend technical visits to municipalities to validate the information and discuss priority actions.
  11. Guide the elaboration of a list of priority actions to contribute to the targeting of public resources to increase resilience and reduce disaster risk in the thirty (30) cities.
  12. Prepare reports for partners, internal reports, etc. at various stages of the projects.
  13. Be responsible for maintaining an organized and accessible information file.
  14. Maintain close communication with counterparts and local partners, such as the governments, civil society organizations, universities, private sector, etc.
  15. Be responsible for ensuring that all activities observe the principles of integrity of the United Nations.
  16. Participate in missions as requested.

Qualifications/Special Skills:

Academic Qualifications: Required: Postgraduate Degree (Lato or Stricto Sensu) in Engineering, Architecture and Urbanism, Geography, Urban Studies, Economics, Environmental Sciences, Climate Change or related fields is required.

Experience: A minimum of eight (8) years of progressively responsible experience in project/programme management on development or urban and resilience related themes, preferable in the state of Rio de Janeiro, is required. Professional and academic experience on themes related to urban policy and development, risks and disasters, resilience, climate events in Brazil is required. Knowledge of the local context of the state of Rio de Janeiro is required. Previous experience within the UN System would be an asset.

Skills: Good computer skills in Windows and Office packages and Web search engines are required. Good knowledge of data sources and analysis tools is required. Good handling of multiple writing and peer-review tasks is required. Good handling of technological tools and use of software and online platforms is desirable. Good handling of online event and conference tools is desirable. Good knowledge on project management methodologies is desirable.

Languages: English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. For the post advertised, fluency in Portuguese is required.

Additional Information:

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Remuneration (SB-4/5, part time, 60%) The consultant will receive an amount of BRL 50.000 to be paid in five (5) instalments upon the presentation and approval of the following products.
