Context
IOM Brazil Country Office (CO) works closely with the Federal Government and
partners to support migrants and host communities across Brazil. The office
contributes to national and local efforts to ensure migration is well-managed and
benefits all, with a focus on protecting vulnerable populations and promoting
their rights in Brazil.
The CO aligns its work with IOM’s global objectives, including:
- Saving lives and protecting people on the move - by supporting humanitarian responses and improving migrants’ access to health services.
- Boosting solutions to displacement - by addressing the impacts of climate change and supporting the integration of migrants in vulnerable situations.
- Facilitating regular migration pathways - by assisting voluntary returns, supporting anti-trafficking efforts, and strengthening migration policies and data.
Brazil plays a key role in regional and international migration, both as a destination and origin country. The country hosts nearly 2 million international migrants, with significant flows from the Global South, specially from Venezuelans, Haitians, and Bolivians — many of whom are in vulnerable situations. Brazil also has a diaspora of over 4 million people outside the Country, having North America and Europe as their main destinations, forced or not to seek socioeconomic integration.
Brazil also has a significant flow of internal mobility, driven by various factors such as economic, social, and environmental reasons. According to the 2022 Census, 19.2 million Brazilians live outside their region of birth. This movement typically happens from smaller towns to larger cities, with most people living in vulnerable situations in the outskirts of major urban centres. These individuals are at risk of human trafficking and other human rights violations. IOM Brazil supports the government in coordinating and delivering protection outcomes for migrants through joint coordination agreements, partnerships with various government departments for service provision, and regular dialogue at all levels on issues of migrant protection.
The CO supports the Brazilian government in areas such as:
- Migratory documentation and regularization.
- Socio-economic integration and access to services.
- Protection and humanitarian assistance in response to large-scale migration.
- Border management, with 10 South American countries presenting challenges related to cross-border mobility, including human trafficking and other rights violations.
- Counter Trafficking in Persons and Migrant Smuggling.
- Support actions for environmental preservation and climate change.
- Humanitarian reception actions for Brazilians repatriated from war zones.
- Humanitarian reception actions for deported Brazilians.
- Strengthening public policies for the prevention, reception, and reintegration of Brazilians displaced by disasters.
Currently, IOM Brazil is engaged in three major emergency responses:
- Operation Welcome for Venezuelan migrants.
- Flood response in Rio Grande do Sul.
- Humanitarian reception for Brazilians deported from the United States.
In this context, the incumbent will coordinate and implement programmatic activities in areas such migration, humanitarian assistance, strengthening public policies that guarantee rights to people on the move, counter trafficking in persons and smuggling of migrants, and support the Federal Government in organizing humanitarian emergency responses. This position involves working with internal teams and external partners in order to guarantee effective project execution and IOM’s initiatives in Brazil, especially coordinating and interacting with the Federal Government and other relevant authorities. The incumbent will ensure that IOM can fulfil its role in supporting the Government of Brazil in leading the response efforts for migrants in line with the Global Compact for Migration. Specifically, he/she will advise senior
management on issues and processes related to government relations and positioning, coordination, advocacy, information, resource allocation, fundraising, reporting, and communication with other UN agencies, NGOs, civil society actors, and other relevant stakeholders through strong engagement in interagency humanitarian processes. The incumbent is expected to support the development of effective relationships with the government, especially at the federal level, as well as assist the government in identifying entry points for migrant-sensitive policies and programs and in developing models to ensure access to basic services.
