**Position Description**:
The Senior Manager, Construction Management and Quality is accountable for providing a Center of Excellence within the E&PS organization in the execution of capital projects and developing and implementing a harmonized regional strategy that facilitates safe building design and construction while protecting contractors who construct our facilities. S/he will drive the organization to continuous improvement through ongoing analysis of lessons learned trending data and adjust strategy/execution accordingly. This role will be accountable for developing and implementing Construction Quality standard methodologies to ensure we deliver throughout our project life cycle including design, construction, verification, and start up. S/he will collaborate with business partners to align on the Quality strategies.
This role is responsible for driving a consistent, scalable and harmonized approach across the enterprise to maximize efficiency and effectiveness in diverse cultures and regions. Additionally, providing overall assistance to project teams in making most prudent execution and contracting decisions during: FEL that will drive consistent collaboration and efficiencies; Contract development in alignment with Legal, Risk Management and Procurement expertise; construction safety, owner/contractor negotiations, change orders, schedule adherence and contingency utilization. This individual is an experienced and recognized technical expert in the design, construction, safety, verification and startup of facilities.
Key relationships include leaders in all parts of our business and in all cultures to implement effective solutions including EHS&S, Supply Chain, Engineering Leadership Council, and E&PS leadership. S/he will work with Project Teams on implementing appropriate contracting strategies and associated contracts, identification of regional vendor expertise to execute construction. They will represent E&PS and will present to various leadership teams (E&PS - EHS&S - Supply Chain, Engineering Leadership Council). In addition, s/he will interface with local, national and international organizations and construction-related leaders such as AGC, CURT, CII, etc
**Key Responsibilities**:
- Front End Loading - build on existing FEL practices while identifying and focusing on key practices within FEL that drive best results for NCHC PM
- Qualification Construction Partners - Actively engage with Project Leaders, CCFS, EHS, Construction Safety to identify and qualify the appropriate external providers for construction in our various regions of project execution
- Center of Excellence - Selects, appoints and coordinates the Construction Management regional leads for major projects under E&PS, including the development and implementation of processes and tools to properly plan and execute construction activities, including monitoring and control of construction safety and quality
- Policies & procedures - Establish policies, procedures and programs designed to promote FEL, vendor selection, construction labour, safety, quality construction and on time performance as well as ensure compliance with applicable global and local regulations. Work with management and project teams to evaluate and to enforce policy conformance
- Sustain and further develop Construction Quality standards across our projects
- Establish Quality policies, procedures, and programs in partnership with COE designed to promote and improve work
