ARIZONA BOARD OF FINGERPRINTING The Board's mission is to fairly, expeditiously, and responsibly determine good cause exceptions and central-registry exceptions for applicants. To fulfill its mission, the Board has adopted the goals identified below. The Board evaluates how well it meets its goals through various performance measures.

Job Summary: This mission-critical position directly reports to the Executive Director and is responsible for conducting complex administrative hearings in a prompt, efficient, and professional manner.

The hearing officer presides over good cause exception and central registry exception hearings, takes testimony from applicants and witnesses, and prepares detailed written findings of fact, conclusions of law, and decisions for the Board review and determination. Depending upon the caseload, the hearing officer prepares investigative summaries for the Board's initial review.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Responsibilities
  • Presides over administrative hearings involving central registry exception applications and good cause exception applications for fingerprint clearance cards
  • Reviews good cause exception applications and central registry exception applications and prepares investigative summaries for the Board's initial review
  • Collaborates with fellow Administrative Law Judges on current decisions, rulings, and interpretations of case law and statutes
  • Prepares detailed written findings of fact, conclusions of law, and decisions for the Board's review and final determination
  • Author and issue written Minute Entries, responses, and recommendations within short and statutorily mandated timelines
  • Reviews oral testimony and physical evidence to evaluate if an individual has demonstrated successful rehabilitation
  • Each hearing is approximately one (1) hour long and conducted solely by the Administrative Law Judge
  • Each hearing consists of oral, sworn testimony as well as the submission of physical evidence
  • Files, photocopies, and enters data on a limited basis
Knowledge, Skills & Abilities (KSAs)
  • Knowledge of:
    • Microsoft Office: intermediate to advanced knowledge of Word, Access, Outlook (or other e-mail programs), and Excel (or other spreadsheet programs)
    • Google G Suite: intermediate to advanced knowledge of Gmail, Docs, Drive, Calendar, Meet, and more
    • Investigative techniques, including handling and interpreting criminal history records
    • Federal and state laws affecting the Board, including administrative rules
    • Practices and terminology of the U.S. criminal justice system
    • Principles of law and rules of evidence
    • Internet navigation
    • Skills in: Applying and interpreting civil, criminal, and regulatory laws of a complex nature
    • Maintaining a high degree of organization
    • Oral and written communication
    • Multitasking and prioritizing
    • Interpersonal relationships
    • Strong typing skills
      • Ability to: Work independently in answering complex inquiries and completing multiple and/or complicated tasks
      • Handle confidential files that contain criminal history information with professionalism and privacy
      • Strong organizational and time management skills are crucial
      • Communicate effectively in both written and verbal formats
      • Interact politely and respectfully with people
      • Preside over administrative hearings
      Selective Preference(s)
      • State law requires that all Board employees have a Level I fingerprint clearance card
      • If you do not have one, the Board will pay for an application for the successful candidate
      • However, individuals with criminal histories may be ineligible to receive a card or work for the Board
      Pre-Employment Requirements
      • Requires possession of and ability to maintain a current, valid license to practice law in the State of Arizona.
