Organizational context:

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC), based in Rio de Janeiro, Brazil, focuses on developing and managing activities within the host country. This role supports the second phase of the Social Territories Program, aimed at addressing urban poverty.

Job purpose:

The Programme Analyst will provide crucial technical and operational support for the implementation of the Social Territories Program in Rio de Janeiro. This role is essential for achieving project objectives and organizational priorities by ensuring alignment with project goals, supporting key activities like communication campaigns and capacity building, and facilitating data collection and analysis. The incumbent will contribute to enhancing institutional capacity, promoting social participation, and improving access to opportunities, ultimately supporting the municipality's strategy to combat multidimensional urban poverty and fostering sustainable urban development.

Responsibilities:

  • Provide technical and operational support for project activities, ensuring alignment with objectives.
  • Collaborate on key initiatives including communication, strategic framework development, capacity building, and data management.
  • Organize and deliver trainings, workshops, and consultations with inclusive approaches.
  • Prepare high-quality technical documents and reports.
  • Contribute to data collection, analysis, and management for evidence-based decision-making.
  • Promote stakeholder engagement and coordination with various partners.
  • Provide logistical and technical support for meetings and events.
  • Monitor project progress, track deliverables, and contribute to procurement processes.
  • Identify and mitigate project risks and challenges.
  • Document project activities, lessons learned, and best practices.
  • Supervise consultants and review their deliverables.
  • Ensure technical quality and compliance with UN-Habitat standards.

Education:

  • A Bachelor's degree in Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Law, Geography, Economics, or a related field is required.
  • A postgraduate degree in a related field is desirable.
  • An additional three years of relevant experience can substitute for the degree requirement.

Work experience:

  • A minimum of three years of progressive experience in project/programme management related to development or urban themes is required.
  • Experience in public policies, slums, data analysis, social and urban development, and stakeholder coordination in Brazil is necessary.
  • Experience in team management is required.
  • Experience with participatory workshops and within the UN System is desirable.

Skills:

  • Proficiency in Windows and Office packages, web search engines, and technological tools.
  • Knowledge of project management methodologies is desirable.
  • Familiarity with GIS software (QGIS, ArcGIS) or programming languages (R, Python) is desirable.
  • Strong communication, planning, organization, professionalism, and teamwork skills are essential.
  • Fluency in Portuguese and English is required; Spanish is desirable.
