Job Title: Procurement Executive

Job Summary:

This position coordinates the procurement and distribution of materials, parts, equipment, and supplies. Maintains accurate and detailed records of all orders placed and transactions up to the receipt of goods. Compiles information and records to prepare purchase orders for procurement of material or equipment. Engage with suppliers for long-term agreements.

Key Responsibilities:
  • Responsible for procurement of types of requests from entire company departments.
  • Problem-solving in supply chain, clarifying technical specifications from end users and making decisions in complex situations.
  • Verifies item and specification in purchase requisition and compares to previous prices/consumptions.
  • Preparing requests for quotation and sending them to select vendors/suppliers.
  • Contacts vendors to obtain product or service information such as price, availability, and delivery schedule.
  • Estimates values according to knowledge of market price, checking previous item prices and quotations.
  • Determines method of procurement such as direct purchase, bid, frame agreement, or E-procurement.
  • Maintains procurement records such as items or services purchased, costs, delivery, product quality, or performance.
  • Discusses defective or unacceptable goods or services with users, vendors, and others to determine the source of the problem and take corrective action.
  • Follows up and expedites delivery of goods to users.
  • Coordinates with storekeepers to ensure required items are delivered timely and accurately.
  • Clears goods and items at arrival point in the country/location (custom clearing) and submits to stores section.
  • Following up on all orders that need budget authorization.
  • Participates in identification of suppliers by researching product availability.
  • Reviews and analyzes bids submitted by vendors based on APMT criteria/SOP.
  • Reviews and writes product specifications, negotiating solutions on contracts and/or process concerns with prospective vendors.
  • Maintains accurate & detailed documentation of all purchasing activities and correspondences with suppliers.
  • Prepares reports related to supplier performance on price, quality, on-time delivery, and service.
  • Ensures complete adherence to company purchasing policies and procedures.
  • Informs superiors as soon as possible in the event of any delay in delivery.
  • Handles all warranty claims with suppliers and informs relevant department on status.
  • Maintains a record and develops an understanding of all frame agreements assigned locally and by GPRO.
  • Handles E-Procurement transactions with GPRO team, coordinates E-sourcing and auctions with vendors through Keelvar system.
  • Participates with team members to maintain monthly saving records and build the weekly/monthly department dashboard.
  • Handles the process of vendor evaluation on a yearly basis.
  • Handles contracts management, follows up on all contracts' expiry, and manages contract wording, terms, and conditions.
  • Attends department and cross-functional meetings.
  • Backs up and supports the team while colleagues are on leave.
  • Observes provisions of the labour regulations, relevant HSSE policy & procedures, company rules & procedures.
  • Develops self and maintains knowledge in the relevant field at all times.
  • Performs any other related activities, as requested.
Reporting and Scope:

Direct reports - None. The position reports to the Assistant Procurement Manager.

Work/Business Contacts and Authority:

Internal: Staff members of departments who require purchases.

External: Contractors.

Critical Qualifications/Skills/Experience:
  • College degree preferably in business, accounting, or mechanical/electrical engineering.
  • CIPS qualification is preferable.
  • At least five years of purchasing experience in private industry, preferably in shipping or transportation industry.
  • Cost/Price analysis skills.
  • Effective oral and written communications skills.
  • Good understanding of procurement practices and principles.
  • Good understanding of stores, warehousing, material control, inventory control, and the relationship among purchasing, stores, and finance activities.
  • Knowledge of engineering terms, drawings, and engineering specifications.
  • Some knowledge of customs clearances.
  • A very high degree of ethical standards.
