About the Role

The Senior Manager, Government and Regulatory Affairs will play a critical role in advancing Sba Communications' business goals through effective government and regulatory affairs strategies. This position will require strong relationships with local, municipal, regional, and federal government agencies, regulatory bodies, trade associations, and community organizations.

Key Responsibilities
  • Manage legislative and regulatory issues in Brazil for Sba Communications' operations, focusing on wireless infrastructure deployment, small cells, zoning, and permitting requirements for tower construction and deployment.
  • Support the design and execution of a strategy to regularize tower sites in Brazil in coordination with the Legal Permitting Department.
  • Create advocacy materials related to Sba Communications' development, construction, and operation of passive infrastructure.
  • Develop policy arguments and position papers on legislation and regulatory issues.
  • Evaluate the political landscape associated with legislative and regulatory proposals and issues.
  • Coordinate communication on key issues, outcomes, and strategies related to legislation and regulatory activities.
  • Identify regulatory and public relations risks and opportunities and build and implement outreach and engagement strategies.
  • Review and analyze regulators and legislators' interests in the independent passive infrastructure industry.
  • Provide responses to public consultations, requests for information, analysis, site visits, and operational information.
  • Establish and nurture relations, including leading direct advocacy and education activities with legislators and regulators, members of the executive branch, their staff, and external stakeholders.
  • Represent Sba Communications before external stakeholders to ensure that permitting, business, and corporate agendas are met.
  • Build diverse external stakeholder relations and coalitions, including developing an effective relationship with the US Embassy in Brasilia and the US Commercial Office in Sao Paulo.
  • Develop and nurture relations with the Brazilian Embassy in DC.
  • Represent Sba Communications before Abrintel, AmCham, and other relevant stakeholders' organizations.
  • Defend and promote the interests of Sba Communications before Abrintel and guide the association's regulatory advocacy and communications work.
  • Support Sba Communications' media relations and communications strategy in coordination with Brand and Communications.
  • Support GRA activities in other international markets as needed.
  • Identify, assess, and open opportunities for business development as they arise in the normal course of GRA activities.
  • Maintain current knowledge of regulations, standards, and best practices of the wireless passive infrastructure industry.
  • Interact closely with the licensing and permitting department providing support in connection with the obtainment, maintenance, and regularization of licenses and permits.
  • Assist in the negotiation of settlement agreements with governmental authorities for the regularization of specific sites.
Supervisory Responsibilities
  • Work with Talent Acquisition to recruit, interview, select, hire, and employ a talented and diverse group of high-performing team members.
  • Provide oversight and direction to team members in accordance with the organization's policies and procedures.
  • Coach, mentor, and develop team members, including overseeing new team member onboarding and providing career development planning and growth opportunities.
