- Job Requirements(Principal Responsibilities)
- Coordinates with Project Development Managers and Project Managers to develop and implement cost estimating plans for individual projects to identify what types of estimates will be developed, the format of the estimate, who will be develop the estimate, and timing of the estimate. Coordinates with the Project Manager to integrate Advanced Work Packaging, work breakdown structure, and cost breakdown structure. These plans can be standalone documents or included as a section in the project execution plan or project controls plan.
- Develops top-down estimates using computer software, analogous projects, and scaling/parameters. Develops written estimate basis with each estimate. Coordinates with project development teams to identify and deliver estimate input deliverables and communicates the estimate and basis to project teams and other stakeholders.
- Supports project teams in the evaluation and selection of engineering contractors for their capability to develop estimates. Supports project teams and engineering contractors to identify estimate and estimate basis requirements. Supports the project manager in reviewing estimates developed by engineering contractors.
- Responsible for ensuring estimate data and benchmarking are properly maintained and utilized to improve the estimating function from the speed and accuracy point of view.
- Establish cost normalization and reference level baselines; maintain parametric models for early-phase estimating.
- Competencies (Knowledge, Skills and Behaviors):
- Demonstrated knowledge and experience at a senior level with all disciplines of project controls and an understanding of current industry best practices.
- General knowledge of chemical manufacturing processes and facility construction both US domestically as well as globally.
- Ability to lead in a fast-paced matrix environment leveraging capabilities through outsourced organizations.
- Excellent organizational and prioritization skills.
- Strong communicator both verbally and in writing; ability to present technical information in simple, non-technical terms.
- Strong computer skills and fluency in utilizing various databases containing estimating tools, data, factors, and other project estimating related information or software.
- Education/Experience:
- Bachelor’s/University degree in Engineering, Construction Management or Project Management or equivalent experience or related combination of experience.
- 5+ years in cost estimating within EPC/industrial/manufacturing/capital projects or complex engineered products; global or multi-site experience is a plus.
