**OBJECTIVE OF THE OFFICE**

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables the country/ies to shape the subregional, regional and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation within the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

The incumbent participates as a member of a multidisciplinary team providing technical cooperation support to the Country in Health Systems and Services. The incumbent will collaborate with the Advisor, Health Systems and Services in the development of health policies and plans to transform national health systems at the primary health level. In performing his/her duties, the incumbent will follow the guidelines of the Organization’s General Program of Work; the Country Cooperation Strategy (CCS), the Strategic Plan and its Biennial Work Plan (BWP) of the Organization; policy orientations; mandates of the Governing Bodies; manuals, strategies, and other directives regarding technical cooperation. The incumbent will work in coordination and close collaboration with all relevant staff in the country office and national authorities and other agencies to coordinate activities and resources.

**DESCRIPTION OF DUTIES**

Under the general supervision of the PAHO/WHO Representative and the direct supervision of the Advisor, Health Systems and Services (HSS), the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:
a) Collaborate with the Advisor to provide technical support for the development of integrated health systems and services based on Primary Health Care (PHC) principles;
b) Provide technical advice and support to national authorities on quality of care, health services and health information systems (nursing, drugs, medicine, support and logistic services, diagnostic and therapeutic, health information system including vital statistics and medical records) and priority programs based on family and community approach, in collaboration with the Advisor;
c) Develop, design, and evaluate tools and methodologies to inform and guide the development of national policies and technical agendas for integrated health systems, including primary, secondary, and tertiary health care services, in alignment with PAHO/WHO priorities and Representation defined objectives, with input from the Advisor;
d) Provide technical support to national authorities participating in PAHO and WHO governance meetings and committees in collaboration with the Advisor and members of the Health Systems and Services Technical Unit;
e) Incorporate transversal themes of the Regional Strategic Plan of OPAS: Human Rights, Equity, Gender, Ethnicity, into technical cooperation processes with the oversight of the Advisor;
f) Provide technical support to national initiatives for the exchange and transfer of knowledge on health systems and services, including primary and specialized care, maternal and neonatal health, integrative and complementary practices, including traditional medicine, under the oversight of the Advisor;
g) Support the strengthening of health systems and implementation of health care networks, including secondary and tertiary care, emergency and home care, in collaboration with the Advisor;
h) Support the development of the health systems at municipal, state, regional and national levels by providing assistance with planning, programming, contracting, monitoring and evaluation, leveraging evidence and health intelligence with the Advisor’s oversight;
i) Support, technical cooperation initiatives to strengthen the Unified Health System - SUS, with emphasis on implementation of the National Primary Care Policy - PNAB, regulations, and the Family Health strategy, within the framework of health services delivery networks, including planning, organization, management, monitoring and evaluation of specialized secondary and tertiary care networks and services - under the Advisor’s guidance;
j) Provide technical support, to states and municipalities, in collaboration with the Advisor, for decentralized technical cooperation initiatives in primary health care, specialized care, Traditional Medicine and Integrative and Complementary Practices MTCI and maternal neonatal care;
