**Job Description**:
Development of robust Contracting and Procurement strategies to place demand in the market place in the optimal manner to secure third party services and materials in compliance with schedule, quality requirements and on best commercial terms.
Development of detailed prequalification, tendering and negotiating tactics in support of the Contracting and Procurement strategies to fully complement the project local content plan and account for all market capacity and capability risks and opportunities.
Effective interaction with Project Contracting and Procurement leads and Contracting and Procurement managers to ensure delivery of a fully integrated Contracting and Procurement strategy and Contracting and Procurement plan for identified scopes.
Support in driving HSSE and Goal Zero in the process of supplier selection and in the subsequent Services and/ or Work execution phases.
Implementation of the tender, bid evaluation and supplier selection processes to deliver best value to the client ensuring that tendering, bid clarification evaluation and recommendation for award processes are in compliance with the procedures governing the activities of the client.
Development of comprehensive post award contract management plans for all major contracts awarded.
Preparation and management of contracts and agreements in a proactive manner with the objective of minimizing claims and disputes.
Effective post-award contract management promoting best Contracting and Procurement practices and ensuring that all variation requests are dealt with in a timely manner and all contractual matters are addressed so as to avoid undue escalation and claims.
Assistance with development and implementation of an assurance plan that ensures an appropriate level of external health checks reviews for major oil and gas projects. Compliance with business ethics maintained to the highest level and ensuring compliance with the client´s principles.
**For the position of the Lead**:
- Provision of Contracting and Procurement support to the project team throughout the define and execute phases of the project.
- Implement Contracting and Procurement strategies to secure third party services and materials in compliance with HSE, schedule, quality requirements and on best commercial terms.
- Interact effectively with the Senior Contracts Engineers, Contracts Engineers and Contracts Assistants in the team and with other Contracting and Procurement personnel on the project to implement a fully integrated Contracting and Procurement strategy and Contracting and Procurement plan for the entire project scope.
- Ensure that the approved HSE standards and Goal Zero policies are fully incorporated in the process of contractor and supplier selection and in the subsequent work execution phases.
**Qualifications**:
The C&P Lead reports to the Project Lead and provides Contracting and Procurement support.
- Work as part of a team of contracting and procurement staff, together with a varying number of third-party consultant staff, in the provision of Contracting and Procurement services throughout the pre and post award stages of the Contracting and Procurement process.
- Manage and administer his/her own portfolio of contracts in addition to the responsibilities described herein.
- Provide input into contracting and commercial strategies and provide help with obtaining the requisite approvals for such strategies from management.
- Prepare contract terms and conditions based on approved contract templates and amend such terms and conditions where necessary upon receipt of the requisite approvals.
- Implement contractor and supplier prequalification to secure the requisite capacity and competency while realising the local content plan.
- Implement the approved Contracting and Procurement strategy in tender and contract documentation.
- Maintain a close and positive working relationship with other Finance and Contracting and Procurement personnel on the project.
- Implement the approved tender, bid evaluation and contractor selection process to deliver best value.
- Ensure that tendering, bid clarification evaluation and recommendation for award processes are in compliance with the procedures governing the activities of the client.
