As a final result of the research, comparative indicators of Brazilian data with other countries will be presented, in relation to the theme “Inclusive Growth”, with policy recommendations for the theme and as an instrument to support Brazil's negotiating process with the OECD.

**Responsibilities**:
The Brazil's accession to the OECD represents an unique opportunity to discuss the public governance model in Brazil, to address essential public policies for the preservation of the environment, economic and social development, the policies for science, technology and innovation, the efforts to provide international cooperation, the governance of public policies and for the adoption of increasingly modern and efficient regulatory practices, with a view to providing quality public services to the Brazilian population.

In this way, studying and analyzing how the OECD measures and compares countries with regard to specific policies and performance contributes to the strengthening of conscious decision making by the national regulators, as well as to explain to the Brazilian population the challenges and opportunities that Brazil's entry into the OECD may bring to the country.

The consultancy will consist of carrying out research with the following objectives:

- Evaluate and discuss the adequacy of the methodology used by the OECD and the indicators used in the Inclusive Growth theme to the Brazilian reality;
- Estimate each indicator related to the Inclusive Growth topic for Brazilian data;
- Compare the indicators of the Inclusive Growth theme estimated for Brazil with the corresponding indicators estimated by the OECD for other countries;
- Elaborate the theme “Inclusive Growth” pointing out areas of possible conflicts, including the recommendations made by the OECD based on these indicators for the member countries and for Brazil;
- Suggest policy measures regarding Inclusive Growth.

Qualifications/special skills

-An advanced university degree (master’s degree or equivalent) in economic sciences
- minimum of 03 years of experience in the areas of economics and public policies, with issues on human development, poverty, industrial economics, international trade, evaluation of public policies, labor market, social protection, gender inequality, health and education, no Brazil and other countries.

Languages
- Fluency in Portuguese and English

Additional Information

Outputs/ Works Assignment:
The consultant will present a critical analysis of the OECD Indicators on Inclusive Growth and will prepare comparative indicators of Brazilian data with other countries, in 6 reports (products). The consultant should deliver the completed plans in the following order and dates:

- Product 1. Report with a summary of the Framework for public policies for Inclusive Growth and identification of the indicators used by the OECD in dealing with the topic, including indicators that are part of analyzes and recommendations or alternative definitions of inclusive growth not included in the Framework (updates after the Milestone in 2018). To be submitted 30 days after start date.
- Product 2 - Report containing methodological evaluation of selected indicators for Brazilian data, including their adequacy to the Brazilian reality. To be submitted 60 days after start
- Product 3 - Report containing the preparation of estimates of selected indicators for Brazilian data and comparison with indicators from other countries. To be submitted 90 days after start
- Product 4 -Report containing a summary of the Framework's policy recommendations and other documents relevant to the OECD's Inclusive Growth theme. To be submitted 120 days after start
- Product 5 - Report with an analysis of the recommendations made to Brazil on the topic of inclusive growth or based on indicators related to this topic in other reports. To be submitted 150 days after start.
- Product 6- Final report containing results of all indicators, critical evaluation of the OECD methodology, comparison with other countries and policy recommendations in relation to each topic addressed. To be submitted 180 days after start

The reports should be drafted in Portuguese in an editable format agreed with the supervisor.
