Title of project: Technical support to the Ministry of Justice and Public Security (MJSP) for enhancing program monitoring systems and practices for the Brazilian Community Sponsorship Program for Afghans

Purpose of project (summary): The individual consultant will provide technical support to the Ministry of Justice and Public Security (MJSP), under the General-Coordination of the National Committee for Refugees, on initiatives linked to community sponsorship, resettlement, and related areas. The individual consultant is expected to develop monitoring tools, in accordance with the MJSP monitoring plan, that will assist the government and civil society organizations in long-term tracking of individuals benefiting from these initiatives and the program implementation.

Position Location (duty station): Remote work
- The consultant might be requested to travel
to Brasilia for one or two missions during the implementation of the project. Costs related to this travel will be supported by UNHCR, additionally to the lump-sum remuneration of the consultancy

General Background of Project or Assignment, Operational Context:
In September 2023, Interministerial Ordinance n. 42 issued jointly by the Ministry of Justice and Public Security (MJSP) and the Ministry of Foreign Affairs of Brazil (MRE) established the basis for the development of the
Brazilian Community Sponsorship Program for Afghans, an innovative resettlement and complementary pathways initiative enabling the reception and integration of Afghan individuals in need of international protection through the direct engagement of Brazilian civil society. Since its inception, UNHCR has been providing technical support to the Brazilian government in the design and implementation of the program, as well as in broader activities related to resettlement and complementary pathways.

As part of this ongoing support, UNHCR will hire one consultant to be embedded in the Ministry of Justice and Public Security, within the General Coordination of the National Committee for Refugees (CONARE), to strengthen the operational, monitoring, and coordination capacities necessary for the effective implementation of this Program and future initiatives.

The individual consultant will provide technical support to the Ministry of Justice and Public Security, under the General-Coordination of the National Committee for Refugees, on internal data management and monitoring practices linked to community sponsorship, resettlement, and related areas. The individual consultant is expected to develop monitoring tools, in accordance with the MJSP monitoring plan, that will assist the government and civil society organizations in long-term tracking of individuals benefiting from these initiatives and the program implementation.

Purpose and Scope of Assignment:
It will be the responsibility of the consultant to deliver the aforementioned products promptly and according to what is established in these terms of reference. Expected products from the activities performed:

a) Product 1: Development of a workplan and methodological structure
o Provide a detailed technical report that outlines the structure of the work plan, the methodology for developing the monitoring tools and timeline.

b) Product 2: Mapping of tools, technical instruments, software, and other documents as needed o Identify the tools and software available for use by the MJSP team.
o Map the stakeholders, activities, workflow and data processes, involved in the process.

c) Product 3: Development of the monitoring system (multiple tools)
o Develop a tool in accordance with the MJSP monitoring plan, allowing data collection and analysis by the MJSP.
o Develop a monitoring dashboard sourced from the data collection tool.
o The data collection tool and the monitoring dashboard must be developed using software and tools available to the MJSP team;
o Civil society organizations (CSOs) should be able to conduct their data collection directly through the tool provided by the MJSP;
o The monitoring platform developed should enable long-term monitoring of beneficiaries and program implementation.

d) Product 4: Communication and reporting:
o Provide technical training to government and civil society organization staff on the use and maintenance of the platform.
o Prepare supporting documents as requested by the MJSP, such as technical documents, platform user guides, and data consent forms, in compliance with the Access to Information Law and the General Data Protection Law (LGPD).

The Consultant has dual reporting lines and is accountable to the Ministry of Justice through the General- Coordination of the National Committee for Refugees for programme delivery and policy-related issues, and to UNHCR's Protection Unit for administrative and financial issues.

Required qualifications, language(s) and work experience:

- Degree: Bachelor degree
Field of expertise, competencies: Monitoring and Evaluation, Information Systems and Technology, Data Science, Information Management, or a related field from an accredited academic institution.

Required skills:

• Demonstrated experience in programme monitoring and evaluation.

• Skills in document design, data collection and analysis, databases design and maintenance, and visual presentations.

• Excellent communication skills, written and oral.

• Excellent planning and prioritization skills.

• Excellent analytical and drafting skills.

• Excellent reporting skills.

Minimum years of work experience (NOTE: candidates with less years of experience cannot be short-listed or
recommended):

• Minimum of three (03) years of professional experience in activities related to monitoring and evaluation, project management, forcibly displacement or other relevant programmes.

Desirable:

• Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context.

• Sound experience in program monitoring training and capacity building activities.

• Experience working with administrative processes.

• Previous working experience in the federal, state or municipal spheres would be an advantage.

• Previous working experience with an international organization or UN system would be an advantage.

Language requirements:
- Required: Portuguese (C2) and English (B2)

Monitoring and Progress Controls:

The individual consultant will provide technical support to the Ministry of Justice and Public Security, under the General-Coordination of the National Committee for Refugees, on initiatives linked to community sponsorship, resettlement, and related areas. The individual consultant is expected to develop monitoring tools, in accordance with the MJSP monitoring plan, that will assist the government and civil society organizations in long-term tracking of individuals benefiting from these initiatives and the program implementation.

Monitoring of the consultancy will be carried out through the submission of four products to UNHCR's Protection Unit in Brasilia.

The products shall be submitted in the following timeframe:

- Product December 2025
- Product December 2025
- Product January 2026
- Product February 2026
