Operating across six states, RGPC manages four short line railroads covering 700 route miles. The company serves approximately 140 freight customers, including major Fortune 500 companies, across diverse industries such as agriculture, chemicals, lumber, minerals, and recycling. Role Overview The Manager of Signal and Communications is a senior technical and operational leader responsible for overseeing all signal and communications systems across the rail network. This role ensures the daily, safe, compliant, and efficient operation, maintenance, testing, and performance of critical railroad systems. The ideal candidate brings deep expertise in FRA-regulated commuter environments, significant experience across signal and communications engineering disciplines, and strong managerial, leadership, and reporting capabilities. Key Responsibilities Oversee day-to-day operations of all signal and communications systems. Manage the maintenance, repair, inspection, testing, and performance of: Automatic Block Signaling (ABS) Centralized Traffic Control (CTC) Enhanced Automatic Train Control (E-ATC) Positive Train Control (PTC) EC5/EC6 coded track circuits Grade crossing warning systems (XP4, GCP3000, GCP4000, HXP3) Wayside signal and cab signal systems Analog and digital communications infrastructure Cellular routers, modems, and private cellular networks Fiber optic networks and LANs SCADA systems Ensure full compliance with all applicable FRA regulations including 49 CFR Part 234 & 236 and other FRA safety‑critical requirements. Develop, implement, and manage inspection, testing, cutover, and maintenance procedures. Identify failure trends, track system inspections, maintain records, and audit maintenance activities. Lead and mentor staff, ensuring subordinates are trained, compliant, and following established procedures. Provide daily reporting, documentation, and oversight of human resources and maintenance processes. Collaborate with executive leadership, contractors, and consultants to support ongoing system performance and improvements. Maintain availability 24/7 for operational, maintenance, and emergency response needs. Qualifications Required Experience Minimum 10 years of comparable experience with FRA-regulated commuter and freight rail systems. At least 10 years of railroad systems experience combining signal and communication system design, engineering, construction, maintenance, and testing. Minimum 4 years in a supervisory or managerial role overseeing rail systems maintenance or operations. Demonstrated managerial, leadership, and executive-level skills. Must be available 24 hours/day, seven days a week . Signal Systems Experience (Minimum 5 Years) ABS and CTC systems E-ATC PTC systems EC5 and EC6 coded track circuits Grade crossing warning systems (XP4, GCP3000, GCP4000, HXP3) Communications Systems Experience Analog and digital telecommunications Cellular routers, modems, and private cellular networks Local Area Networks (LANs) SCADA systems Fiber optic communications infrastructure Technical Knowledge Requirements Strong working knowledge of regulatory requirements for wayside, cab, communications, and grade crossing systems.
