General ManagerCompany DescriptionRio Grande Pacific Corporation (RGPC) is a Texas-based, privately-held railroad holding company established in ****, specializing in regional freight railroads, signal construction and design, passenger operations, equipment remanufacturing, dispatching services, and asset leasing.Operating across six states, RGPC manages four short line railroads covering 700 route miles.The company serves approximately 140 freight customers, including major Fortune 500 companies, across diverse industries such as agriculture, chemicals, lumber, minerals, and recycling.Role OverviewThe General Manager is responsible for the overall leadership, performance, and strategic direction of rail operations & maintenance.This role oversees daily operations, safety, regulatory compliance, contractual compliance, financial performance, and long-term organizational planning.The General Manager ensures that safe, reliable, and customer-focused service is consistently delivered while fostering a culture of operational excellence and continuous improvement.Leadership & Strategic ManagementProvide executive-level leadership for all functions of railroad operations & maintenance.Develop and implement an integrated business plan, including key milestones, delivery approaches, resource needs, budgets, scope, and quality objectives.Lead organizational mobilization efforts and ensure alignment of operations, safety, and economic performance goals.Identify growth opportunities within current and future market landscapes to support long-term organizational sustainability.Establish, communicate, and reinforce a strong culture of safety, ensuring it remains the primary consideration for all employees.Operational OversightOversee all operational functions to ensure the delivery of safe, reliable, on-time, and customer-oriented services.Optimize organizational resources to support efficient and effective performance.Maintain accountability for the system's overall operational performance, including service quality, workforce effectiveness, and regulatory compliance.Safety & ComplianceEnsure adherence to all relevant statutory and regulatory safety policies, including all Federal Railroad Administration (FRA) requirements.Lead emergency preparedness activities, incident response efforts, and safety management programs with a high degree of accountability.Ensure continuous monitoring, mitigation, and improvement of safety risks and performance indicators.Financial & Economic PerformanceDevelop, manage, and monitor the organization's budget, ensuring alignment with authorized financial targets.Oversee profit and loss (P&L) responsibilities and take corrective action as necessary to meet financial objectives.Identify and drive opportunities to improve financial performance in a sustainable and responsible manner.Monitor, analyze, and manage organizational costs to ensure efficient use of resources and achievement of strategic goals.QualificationsMinimum of ten (10) years of relevant experience managing commuter and freight rail systems of similar scale.Demonstrated executive and managerial capabilities with strong leadership proficiency.Proven experience in rail operations management, including P&L oversight and performance accountability.Extensive experience in emergency planning, incident response, and safety management with measurable accountability.Strong, working knowledge of FRA regulations and compliance requirements.Relevant certifications or specialized training considered a plus.Must be fully committed and available to respond to operational needs and emergencies at any time, ensuring seamless service continuity and leadership presence.#J-*****-Ljbffr
