Careers – Rio Grande Pacific Transit Group – Manager of Signal and CommunicationsManager of Signal and CommunicationsCompany DescriptionRio Grande Pacific Corporation (RGPC) is a Texas-based, privately-held railroad holding company established in ****, specializing in regional freight railroads, signal construction and design, passenger operations, equipment remanufacturing, dispatching services, and asset leasing.Operating across six states, RGPC manages four short line railroads covering 700 route miles.The company serves approximately 140 freight customers, including major Fortune 500 companies, across diverse industries such as agriculture, chemicals, lumber, minerals, and recycling.Role OverviewThe Manager of Signal and Communications is a senior technical and operational leader responsible for overseeing all signal and communications systems across the rail network.This role ensures the daily, safe, compliant, and efficient operation, maintenance, testing, and performance of critical railroad systems.The ideal candidate brings deep expertise in FRA-regulated commuter environments, significant experience across signal and communications engineering disciplines, and strong managerial, leadership, and reporting capabilities.Key ResponsibilitiesOversee day-to-day operations of all signal and communications systems.Manage the maintenance, repair, inspection, testing, and performance of:Automatic Block Signaling (ABS)Centralized Traffic Control (CTC)Enhanced Automatic Train Control (E-ATC) Positive Train Control (PTC)EC5/EC6 coded track circuitsGrade crossing warning systems (XP4, GCP****, GCP****, HXP3)Wayside signal and cab signal systemsAnalog and digital communications infrastructureCellular routers, modems, and private cellular networksFiber optic networks and LANsSCADA systemsEnsure full compliance with all applicable FRA regulations including 49 CFR Part 234 & 236 and other FRA safety-critical requirements.Develop, implement, and manage inspection, testing, cutover, and maintenance procedures.Identify failure trends, track system inspections, maintain records, and audit maintenance activities.Lead and mentor staff, ensuring subordinates are trained, compliant, and following established procedures.Provide daily reporting, documentation, and oversight of human resources and maintenance processes.Collaborate with executive leadership, contractors, and consultants to support ongoing system performance and improvements.Maintain availability 24/7 for operational, maintenance, and emergency response needs.QualificationsRequired ExperienceMinimum 10 years of comparable experience with FRA-regulated commuter and freight rail systems.At least 10 years of railroad systems experience combining signal and communication system design, engineering, construction, maintenance, and testing.Minimum 4 years in a supervisory or managerial role overseeing rail systems maintenance or operations.Demonstrated managerial, leadership, and executive-level skills.Must be available 24 hours/day, seven days a week.Signal Systems Experience (Minimum 5 Years)ABS and CTC systemsE-ATC PTC systemsEC5 and EC6 coded track circuitsGrade crossing warning systems (XP4, GCP****, GCP****, HXP3)Communications Systems ExperienceAnalog and digital telecommunicationsCellular routers, modems, and private cellular networksLocal Area Networks (LANs)SCADA systemsFiber optic communications infrastructureTechnical Knowledge RequirementsStrong working knowledge of regulatory requirements for wayside, cab, communications, and grade crossing systems.Proficiency in developing and enforcing inspection, testing, cutover, and maintenance procedures.Ability to train, direct, and assess subordinate personnel.#J-*****-Ljbffr
