Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN Agency in the field of migration, works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The forced return of Brazilians represents a significant humanitarian, social, and economic challenge, requiring a coordinated response based on human rights and sustainable reintegration of forced returnees. Many arrive in Brazil in situations of extreme vulnerability, without financial resources, housing, immediate access to essential services, and with significant mental health consequences for directly affected individuals. The International Organization for Migration (IOM) in Brazil has been implementing a project to support the Brazilian government in ensuring that forcibly returned Brazilian citizens are received with dignity, that their human rights are respected, and that they receive support to overcome vulnerabilities and reintegrate into society.
Under the overall supervision of the Protection Coordinator based in Brasília, the Project Assistant (Protection) will be responsible for supporting the coordination, implementation and monitoring of protection-related activities within the project framework, including but not limited to: trafficking in persons, migrant smuggling, gender-based violence, child protection, forcibly return and reintegration, regularization, legal identity, protection against sexual exploitation and abuse, and protection in humanitarian settings. There are two vacancies open for Fortaleza, CE, and one open for Belo Horizonte, MG.
Responsibilities: Core Functions / Responsibilities
Support the coordination, implementation and monitoring of administrative, financial, and operational of protection programming responses (Gender Based Violence, Child Protection, Trafficking in persons, Mental health and psychosocial support), in in accordance with the IOM protection strategy and priorities
Under the guidance of the Protection Coordinator, support the assurance that activities are conducted in line with donor requirements and project documents, and that reporting requirements are produced in a timely and to high quality.
Execute PRISM/WAVE administrative tasks when required;
Follow up on all administrative matters related to Protection activities; support budget monitoring; ensure timely procurement of goods and adequate use of resources
Support the promotion of protection cross-cutting issues (including GBV, PSEA) so that they are consistently integrated across all protection training models, tools and reporting. According to needs, work with cluster/thematic working groups, as well with other IOM programmatic units, to ensure a functioning referrals system and standard operating systems are in place.
Support with text editing, proofreading and translation to ensure quality of IOM products and materials;
Provide qualified listening and confidential interviews to forcibly returned Brazilians for protection needs assessment.
Support protection case management jointly with representatives of corresponding public entities.
Identify cases of Brazilians with expired, missing, lost documents and provide technical support for documentary regularization.
Identify unaccompanied and separated children (UASC) and refer to child protection authorities, supporting reunification with primary caregivers or other family members.
Provide administrative assistance to the Protection Team of the Project (identify and track follow-up actions; administrative and procurement actions as required);
Assist in performing various assignments, by planning, organizing, managing logistics, and facilitating different events and activities in their administrative and organizational aspects;
- Perform other work-related tasks, as required.
Qualifications: Education
High school diploma with a minimum of six (4) years of relevant professional experience;
University degree in administration, social sciences, economics, law, public policy, health or a related field from an accredited academic institution with a minimum of two (2) years of experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Demonstrated experience in protection activities, case management, and working with vulnerable populations;
Experience in liaising with Brazilian Government agencies, national/international institutions, United Nations Agencies and nongovernmental organizations;
Experience working with social protection and health system in Brazil;
Experience with government, civil society, UN, or private sector actors;
Experience with operational systems;
Experience with event organization;
Experience in migration and refuge, in either public or private sector, international organizations or civil society.
