JOB PURPOSE:
The Finance and Grant Manager, will be responsible for providing financial, contractual, and budget reporting support for up to one grant in the Bloomberg Philanthropies' funded Data for Health initiative.

NATURE AND SCOPE:
Internal contacts include administrators, program staff, faculty, principal investigator and students of the University. External contacts Include representatives from public health agencies, United Nation agencies, governments, and fiscal agencies.
PRINCIPAL ACCOUNTABILITIES:
- Authorizes the establishment of accounts and fiscal transactions pertaining to the establishment of awards, the advancing of funds, increases to account budgets and extension of term dates with and without funding.
- Provides post-award administrative support including expenditure approvals, amendments, and modifications. Monitor the acceptance of costs on contracts and subawards, submission of progress reports, and review and approve closeout documents.
- Provides scheduled financial donor reports/projections, budget submissions/authorizations, and responds to requests for financial information and administrative support to audits as needed.
- Completes monthly cash flows and responds to finance and administration inquiries as required.
- Develops fiscal year and reforecast expense budgets in collaboration with program teams.
- Provides budget updates and projections to inform the business decisions of project leadership.
- Ensures the accuracy, quality, and timeliness of all financial transactions charged to the assigned grant portfolio;
- Reviews and approves all assigned requisition forms for the assigned grant and agreements, reviewing financial clauses, payment terms, financial reporting schedules, etc.
- Provides assistance in contract proposal submission and management. Advise faculty and staff on all facets of subawards and contract administration, which includes preparing budget modifications.
- Provides orientation to vendors on matters related to payment and reporting terms included in their agreements and Vital invoice submission and requirements.
- Performs spot checks of reviewed and reconciled subgrantee financial reports, ensuring that each report is completed following grant reporting requirements, and submitted in a timely manner.
- Conducts risk assessments, or reassessments, of subgrantee contractors as determined by internal risk management policy and execute risk monitoring plans as required.
- Ensures department portfolio compliance with donor regulations and internal policies and standard operating procedures.
- Works collaboratively with Pre-Award and Post-Award central office personnel.
- Drafts, compiles and completes various forms, notices, certifications, and other communication, required by sponsors.
- Creates dashboard reports to track the progress of subawards.
- Ability to articulate the results in a clear and concise manner.
- Travels up to 20%.
- Performs other duties as assigned.
CORE COMPETENCIES:
- Comprehensive knowledge of principles, practices and methodologies of grant management and reporting, budget policies and procedures.
- Intermediate to advanced skill in MS Excel, including proficiency using pivot tables, V-lookups, and formulas.
- Ability to apply complex analytical concepts and verify the accuracy of data presented for processing and makes recommendation for resolution.
- Ability to define instructions, adhere to a changing system of specific policies and procedures
- Ability to exercise discretion and ensure a high-level of confidentiality.
- Competence in both oral and written English to communicate in a clear and concise manner.
- Ability to maintain high standards of customer service through responsive and timely communication.
- Ability to be well organized and highly attentive to detail.
- Ability to work as part of a team, particularly in a multi-cultural, multi-regional contexts, and with colleagues across multiple time zones.
- Ability to establish and maintain effective and harmonious working relations with staff, University officials and the general public.

MINIMUM REQUIREMENTS:
Bachelor's degree in Accounting, Business Administration, International Relations or closely related field and eight (8) years of relevant professional experience to include supervision of program managers and technical advisors providing grant-funded support.
