Objective: The Construction PMO Manager is responsible for ensuring that construction bids are aligned with client expectations and project requirements. Reporting to the Construction Director, this role is a key part of the Construction Management team and collaborates closely with other Goldwind departments to ensure consistency between project proposals, client needs, and Goldwind's strategic objectives across all contracts in the region.

Responsibilities:

• Lead end-to-end bid strategies — Oversee the construction scope and lead contract negotiations to ensure clarity, feasibility, and competitive positioning.
• Bridge planning and execution — Collaborate with key departments (Project Management, Planning, Installation, BOP) and cross-functional partners (Sales, Procurement, Transport, Technical) to shape project budgets and strategies that are both ambitious and achievable.
• Own construction budgeting — Guarantee approved budgets and project timelines are fully integrated into proposals.
• Anticipate and manage risk — Maintain a proactive view on construction-related risks during the sales phase, enabling informed decision-making.
• Drive performance analysis — Evaluate pre- and post-calculation project results to continuously enhance cost-efficiency and profitability.
• Fuel innovation — Contribute to the development of next-generation construction processes, platforms, and planning tools that bring value to Goldwind and our clients.
• Enable continuous improvement — Support initiatives that enhance our competitiveness and deliver smarter, value-added solutions.
  
  

Hard-Skill Requirements:

• Bachelor's degree in engineering, Construction, Logistics, or a related discipline.
• Recognized certification in Project Management (e.g., PMP or equivalent), evidencing a structured approach to planning and execution.
• Solid experience in Project Management within the energy sector, preferably in multinational or large-scale infrastructure environments.
• Comprehensive understanding of contractual terms and conditions related to construction projects, with the ability to support or lead negotiation processes.
• Full professional fluency in English is required. Proficiency in a second European language (such as French, Portuguese, or Spanish) is highly desirable.
• Proficiency in Microsoft Excel, PowerPoint, databases, and business intelligence platforms (e.g., Power BI), with the ability to interpret and present complex data in a strategic context.
