Procurement Operations Manager

Key Responsibilities:
The Procurement Specialist oversees the entire procurement process, ensuring it is carried out in strict compliance with established guidelines and policies.
Specific Responsibilities include:
- Supervising operational activities of the procurement team in support of assigned business units
- Initiating and coordinating with other department groups for opportunities to execute blanket orders and shared contracts as necessary
- Agreeing with buyers on key performance indicators (KPIs) and expectations, and providing a catch-up plan on performance versus established goals on all defined parameters/indexes
- Ensuring all purchasing transactions are in accordance with policies and set standards as mandated in applicable documented procedures
- Further accelerating day-by-day purchases, including price canvassing and generated purchase orders endorsed to approving authorities within prescribed lead-time
- Identifying ways to increase the roster of qualified and reliable suppliers and contractors, including backup, for all critical requirements to ensure maximum opportunities for cost surveys and establishment of best possible sources
- Scrutinizing purchase requests (PRs) received by procurement operations for completeness and orderliness, and challenging questionable specifications prior to assignment to buyers
- Reviewing PRs assigned to buyers and approving lists of invited bidders
- Providing regular and prompt updates/reports to end-users and stakeholders on the status of overhauling, critical, and urgent requirements
- Performing, reviewing, analyzing, and attesting commercial analysis and challenging and validating technical analysis on requirements that need more in-depth assessment and bidding results conducted by direct reports
- Preparing presentation materials and leading meetings with different department groups on their requirements
- Accountable for resolving and closing issues encountered by direct reports with end-users and suppliers/contractors
- Seeking all possible avenues to maximize cost savings
- Supporting projects and regulations for safety and health standards and environmental protection
- Ensuring contractors are calibrated with all safety policies and guidelines
- Ensuring all safety stipulations required are clearly stipulated on PO/Contracts
- Developing relationships with team members and stakeholders and demonstrating open communication by sharing information, ideas, and knowledge
- Responding to price queries through advance canvassing for budgetary activities from finance and end-users within SLA/timeline
- Providing and accommodating audit teams in all document requirements relating to purchasing activities and acting as focal person during audit interviews
- If necessary, performing due diligence at supplier sites together with technical teams prior to delivery or engagement or award
- Performing special tasks assigned from time-to-time
- Working with warehouse staff to monitor vendor delivery dates, identify past due dates, and contact vendors to develop a course of action to expedite orders
Staff Development:
- Training and supervising direct reports and ensuring the team is well-calibrated, informed on new/revised policies and procedures, and instructions
- Monitoring and coaching direct reports to improve job skills and conducting annual performance reviews when required by management
- Identifying and recommending staff development and training/certification programs and other requirements for skills improvement and career development
